On the morning of November 5, comrade Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the Hai Phong City People's Committee inspected the progress of site clearance for a number of key projects; the operation of two-level local government and the progress of disbursement of public investment capital of Cat Hai special economic zone.

Checking the progress of projects: Vinfast automobile manufacturing complex; investment in construction and business of infrastructure of Hai Phong international gateway port industrial park; construction of cargo port, ferry terminal, passenger wharf, factory producing tourism products, tourism logistics service area; investment in construction of Lao Cai - Hanoi - Hai Phong railway through Hai Phong city, the Standing Vice Chairman of the City People's Committee acknowledged the active participation of the special zone government in accelerating the progress of the projects.

However, to meet the city's requirements, comrade Le Anh Quan suggested that the special zone should coordinate with city departments, branches and investors to promptly remove difficulties and obstacles related to site clearance for key projects in the area, especially the Lao Cai - Hanoi - Hai Phong railway project, contributing positively to the plan to start construction of the above project on December 19.

To ensure the disbursement rate of 100% of public investment capital, the Standing Vice Chairman of the City People's Committee noted that although the special zone achieved a disbursement rate of nearly 74% after 10 months, it is necessary to continue to speed up the disbursement progress; complete procedures to promptly start projects and works that have been allocated capital, and strive to finish the disbursement of public investment capital early.

Comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee delivered a concluding speech at the meeting.

Inspecting the operations of the two-level local government, the Standing Vice Chairman of the City People's Committee requested the Cat Hai special zone government to overcome difficulties due to the divided terrain, and properly implement new documents, regulations, and instructions from the Central Government and the City on organizational arrangement. Pay attention to investing in facilities and equipment so that the Special Zone Public Administration Service Center can operate stably and smoothly, contributing to promoting administrative reform towards being closer to the people.
