Currently, Thuan Chau district is managing, exploiting and operating 248 irrigation works with a total of 313.28 km of canals. According to the report of the Department of Agriculture , Thuan Chau district has a total area of 141,075 hectares of potential drought. As of April 12, 2024, the area of abandoned land without water for planting since the beginning of the crop is 60.0 hectares; the remaining 33,619 hectares is the area that has been planted but has no water. Area lacking irrigation water: 47,456 hectares. The entire area of drought and water shortage is scattered in 16 communes: Phong Lai, Pung Tra, Phong Lang, Bon Phang, Chieng Bom, Chieng Pha, Chieng La, Muong E, Muoi Noi, Chieng Pac, Tong Co, Muong Khieng, Thom Mon, Chieng Ly, Bo Muoi, Nam Lau. Particularly for Phong Lang commune, the drought and water shortage is due to the construction of Lang Luong lake project, which directly affects the three projects after the dam. Currently, the canal and water pipeline have no water for irrigation.

At Lai Bay reservoir, Phong Lai commune, due to low water resources and no rainfall since the beginning of the year, the water level of the reservoir is very low. Specifically, with Lai Bay reservoir, the current water level fluctuates at elevation 905.06m below the normal water level, the remaining water capacity of the reservoir is about 10%, about more than 100,000 m3). The decrease in water volume of the reservoir is due to climate change and lack of rain, along with the annual sedimentation of mud and sand since the reservoir was put into operation from 2012 to present. During the process of water storage and water regulation, the reservoir bed has been deposited with mud and sand about 5.0 m thick.

The delegation inspected the construction progress of the Lang Luong Reservoir project. The District Construction Investment Management Board and the People's Committee of Phong Lang Commune have handed over the site to the investor to start construction with a total area of 97,937.8 m2. Currently, the construction unit is implementing the spillway system and bottom drainage culvert.
After inspecting the situation and grasping the situation, the Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development, relevant departments, branches and establishments to strictly implement solutions to prevent and combat drought and water shortage; ensure water sources for production and daily life and strengthen forest fire prevention and fighting. Propagate to the people about the impact of the El Nino phenomenon, the risk of drought and water shortage, to have a plan to use water economically, proactively implement response measures, store and reserve water sources to serve long-term drought prevention; prioritize domestic water, drinking water for livestock, irrigation water for perennial crops with high economic value. The District People's Committee needs to specifically identify areas that ensure irrigation, areas at risk of drought and water shortage to adjust production plans and arrange crop structures in accordance with water resources, ensuring effective production; guide farmers to apply solutions to use water economically and irrigate crops.
