However, after more than 10 years, the land area of more than 10,000 square meters is still abandoned, the corrugated iron fence is degraded, weeds are growing everywhere, becoming a hot spot for public land waste right in the heart of the capital.
The land plot at 295 Le Duan Street has an area of 10,331.2m², initially being the project to build SAS Hanoi Royal Hotel invested by SAS Hanoi Royal Hotel Joint Venture Company. However, due to many reasons, the project could not be implemented.
On December 9, 2013, the Hanoi People's Committee issued Decision No. 7481/QD-UBND to reclaim the entire area and hand it over to the Hanoi Land Fund Development Center for management. In 2016, the city agreed in principle to assign the Hanoi Parking Lot Exploitation One Member Co., Ltd. to study and develop an investment plan for an underground parking lot at this location. However, many years later, the project has not been implemented.
Abandoned for many years, the land is overgrown with weeds and garbage, affecting the living environment of surrounding households and spoiling the urban beauty. Hai Ba Trung ward residents believe that, in the midst of the city's serious lack of parking lots and public spaces, leaving such a large area of land fallow is a huge waste.
Regarding the delay in project implementation, Deputy Head of the Economic, Infrastructure and Urban Department of Hai Ba Trung Ward, Ngo Duy Hai, explained: "Because the underground parking lot construction project was not implemented, on January 16, 2023, the Office of the Hanoi People's Committee issued Document No. 618/VP-DT to temporarily lend the land to the Logistics Department ( Ministry of Public Security ) to build a camp to serve the construction of the Ministry of Public Security headquarters. Up to now, the headquarters of the Ministry of Public Security has been inaugurated and the term for the Logistics Department to temporarily borrow the land until December 2025 will end. Hai Ba Trung Ward People's Committee is also very concerned about the waste of the capital's prime land fund and we are recommending that the authorities soon have a solution to put the land into proper use, avoiding prolonged waste".
It can be seen that, in the context of increasingly limited inner-city land funds, this situation further shows the inadequacies in management. Every year the project is behind schedule, meaning the city loses the opportunity to improve traffic infrastructure, and people continue to suffer from a lack of parking and community living space.
Not only directly affecting people's lives, this delay also reduces the efficiency of public land exploitation and hinders socio -economic development.
People believe that to overcome this situation, it is necessary to encourage investors to implement the project according to the roadmap, or if the unit does not have the capacity to implement the project, it is necessary to resolutely withdraw it and choose a unit with enough capacity to implement it. Only then will the project land at 295 Le Duan Street truly become a useful infrastructure project, contributing to urban beautification and improving the quality of life for the whole community.
