Thinh Liet Urban Functional Area Project: Why is it still "inactive"?

Located next to Linh Dam Lake, the land area of ​​more than 6 hectares belonging to the Thinh Liet Urban Functional Area project, at 40 Thinh Liet (Hoang Mai Ward, Hanoi) more than 8 years since its approval, is still tightly surrounded by corrugated iron, filled with garbage and weeds.

The project has been "inactive" for many years, not only causing serious waste of land resources, but also affecting the environment, landscape and lives of surrounding residents.

According to Mr. Vu The Khoan, Head of Economic , Infrastructure and Urban Department, Hoang Mai Ward People's Committee, the investor of Thinh Liet Urban Functional Area project is Vinawaco Urban Infrastructure Development Investment Joint Stock Company. The project has a total planning area of ​​60,323m², a population of about 3,534 people, with a total estimated investment of more than VND 2,826 billion. Hanoi City People's Committee issued Decision No. 5854/QD-UBND dated October 21, 2016 on investment policy and Decision No. 1222/QD-UBND dated March 26, 2020 on approving the overall adjustment of the detailed planning, scale 1/500.

But until now, the project has remained silent, leaving the entire land untouched by weeds and trash.

Ms. Nguyen Thi Hoa, living in group 25 of Hoang Mai ward, shared: “This place used to be an old production facility. After being relocated, it has been abandoned for decades. Every time it rains, the stagnant water causes flies and mosquitoes to breed, and no one dares to go near it.”

Another resident was upset: "I thought the project would be implemented soon to make this area more spacious, but after so many years, all I see is rusty corrugated iron, grass growing and piles of garbage."

According to Mr. Vu The Khoan, the reason for the project's delay is due to the impact of the prolonged Covid-19 pandemic and project adjustments, legal changes in investment work, especially the provisions of Decree No. 30/2021/ND-CP dated March 26, 2021, requiring investors to have legal land use rights to be recognized as investors or to adjust the project's investment policy. Currently, the investor is in the process of completing legal documents.

In fact, although it is included in the list of pilot projects implemented under Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly , approved by the City People's Council in Resolution No. 434/NQ-HDND dated July 10, 2025 and has had its legal procedures adjusted many times, the Thinh Liet Urban Functional Area project has never shown any signs of starting.

Reflecting on this issue with reporters of Hanoi Moi Newspaper, people could not help but feel indignant about the tens of thousands of square meters of land that have been “dormant” for nearly ten years. This is an “unjustifiable waste”, because it not only wastes resources, but also has environmental consequences.

Many people believe that wasting land not only loses development opportunities, but also makes the urban landscape ugly. The prolonged delay causes land resources to be "frozen" in the middle of a rapidly urbanizing area, where the need for housing, parking lots, schools, and public parks is increasingly urgent, becoming even more offensive. Meanwhile, right next to the area, many other projects have been completed, forming bustling residential areas, making the empty land in the heart of the city even more isolated...

A “golden land” abandoned in the middle of the capital is a thought-provoking image of the responsibility of using public resources. It is time for the authorities to review and re-evaluate the capacity and progress of the investor; if there are further delays, they should boldly reclaim the land and hand it over to a competent unit for substantial implementation.

Urban land is a limited resource, leaving it fallow day by day is an unacceptable waste in the period when Hanoi is striving to develop civilized and modern.
