The project to widen the existing road from 10m to 30m on a road section only over 2.3km long, but due to the ten-year extension, the project with an initial investment of over 820 billion VND has faced the risk of "increasing capital" due to the cost of clearing and reclaiming the 2.2ha land area overlapping with the An Phu Urban Development Area. In recent years, daily traffic jams on this section of road have put considerable pressure on congestion at the An Phu intersection.

To resolve the matter once and for all, the City People's Committee requires the Department of Construction to provide its opinion on the project monitoring and evaluation report of the Traffic Construction Investment Project Management Board (Traffic Board) before October 31. The Traffic Board is responsible for completing all legal documents, supplementing the compensation costs for the above 2.2 ha area as well as adjusting the project implementation time. The Department of Agriculture and Environment must completely handle the backlog at the 2.2 ha land area of ​​the An Phu Urban Development Area project that is directly affecting the construction, report to the City People's Committee before October 31, absolutely not to delay any further.

The Department of Finance is responsible for presiding over and coordinating with the Department of Agriculture and Environment and relevant units to review the legal basis, clarify the authority to recover and adjust the land area of ​​the investor and the process of recovering and allocating land; advise and propose the City People's Committee to report and recommend the Prime Minister to consider the policy of adjusting the boundary of the An Phu Urban Development Area project.

Despite its modest length, the project had to be divided into two sections. Section 1, from Nguyen Hoang intersection to Tran Nao roundabout, after 9 years of sluggish implementation, was completed and put into use early last year. The remaining section, from Nguyen Hoang intersection to An Phu intersection, is currently stuck.

Before handing over the land to implement the project of expanding Luong Dinh Cua Street, 78 households living on the frontage of this street simultaneously requested the locality to arrange for on-site resettlement. To have land for on-site resettlement, the authorities will have to adjust the planning of Zone D of An Phu - An Khanh Urban Area.

To get the above households to agree to hand over the site. On January 9, 2017 , Ho Chi Minh City People's Committee agreed to adjust the 1/2000 and 1/500 planning as well as adjust the population index for the An Phu - An Khanh urban area project. The planning adjustment is based on the principle of not reducing the area of ​​social infrastructure works and strongly increasing the project population size, ensuring synchronous connection of social infrastructure and technical infrastructure.

After the City People's Committee approved the plan adjustment, the above households agreed to hand over the land. The investor of the An Phu - An Khanh project temporarily handed over the resettlement land to the households for use while waiting for the completion of the planning adjustment of the entire area. Since 2017, the project investor has repeatedly submitted plans to adjust the planning of the new urban area of ​​An Phu - An Khanh. To solve this problem, the City People's Committee and related departments and branches had to meet many times and agreed to the overall adjustment of the urban project planning.

However, because the planning adjustment has not been implemented, households who have received resettlement land for many years still cannot build houses and have not been granted red books. In petitions to the City People's Committee and a number of functional agencies, the investor has clearly stated: The An Phu - An Khanh urban area project with an area of ​​131 hectares has lasted for nearly 20 years, but up to now, some construction items of the project have not been completed because the 1/2000 planning adjustment has not been established, appraised and approved.

On April 8, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong also directed the locality to review the case and coordinate with the Department of Construction to implement it. Although the planning adjustment will be the basis for solving existing problems that have caused difficulties for many years for both residents, urban area investors and the city in public investment on Luong Dinh Cua Street, the settlement has not progressed. Therefore, people hope that with this direction from the city leaders, the problems affecting all parties will be resolved completely.
