Regarding the project to upgrade the irrigation system worth more than 125 million USD in Nam Dinh , funded by the Asian Development Bank (ADB), whose project proposal has been approved by the Prime Minister, on April 5, speaking with VietNamNet reporter, Standing Vice Chairman of Nam Dinh Provincial People's Committee Tran Anh Dung said that the province had received notification on the same day from ADB, regarding the non-refundable funding for the project.
“ADB has received donor approval for the High Technology Fund (HLT) Annual Program 2024, including the proposed roadmap for 2024-2025, which includes this proposed project. At least $2 million, up to $3 million, of HLT Fund financing will be available for this proposed project,” the ADB statement said.

Previously, on July 4, 2023, on behalf of the Prime Minister , Deputy Prime Minister Tran Luu Quang signed Decision No. 799/QD-TTg approving the proposal for the Project "Upgrading the irrigation system of Nam Dinh province to adapt to climate change".
The general objective of the Project is to develop sustainable agriculture towards increasing added value to implement the goals and tasks in the Project on restructuring the agricultural sector associated with building new rural areas; gradually complete the Nam Ninh irrigation system to serve the socio -economic development of communes in Nam Truc, Truc Ninh, Nghia Hung districts and part of Nam Dinh city; minimize damage caused by the impact of climate change (CC), stabilize production, and improve people's lives.
The specific objectives of the Project are: To renovate and solidify the canal system and works on the Chau Thanh - Rong canal, approximately 34.6km long, ensuring irrigation for 6,090ha of 17 communes in Nam Truc district and 2 communes in Nam Dinh city. To build a new Rong pumping station to ensure drainage for 16,282.97ha of Rong 1 and Rong 2 drainage basins and the Southeast drainage basin of the Nam Ninh irrigation system by using dynamic drainage solutions with a total drainage flow of approximately 115 m3/s combined with self-flowing drainage.
Renovating and upgrading Ninh Hai canal, Nghia Hung district with a length of 10.55km and 9 sluices under the dike to ensure irrigation for about 3,312ha and drainage for about 3,832ha of cultivated land and serving people's lives in Nghia Hung district. Consolidating and upgrading Co Le - Ba Nu - Cat Chu - Thong Nhat canal belonging to the Nam Ninh irrigation system with a length of about 34.4km to ensure proactive irrigation and drainage for 4,707.3ha of cultivated land in the project area, reducing saline intrusion, washing away salinity, limiting erosion, accreting the channel bed, increasing the system's flood drainage capacity, limiting damage caused by floods, and providing domestic water for about 130,000 people. Strengthening the capacity to assess and analyze natural disaster risks and be ready to respond to hazards caused by climate change through strengthening the capacity to monitor climate change, observe hydrometeorology, forecast, warn, and communicate information about natural disasters and extreme climate.
The project is expected to have a total investment of 2,963.65 billion VND, equivalent to 125.45 million USD, of which the OCR loan capital of ADB is 94.66 million USD, equivalent to 2,236.37 billion VND; counterpart capital is 727.28 billion VND, equivalent to 30.79 million USD. Financial mechanism, including ADB loan capital: Central budget allocates 70%, Nam Dinh province re-borrows 30%. Counterpart capital of Nam Dinh province budget is self-balanced and arranged.
