
Bridge to bring public services closer to people
With the support of local authorities, modern technology infrastructure and determination to reform administration, Lam Dong is gradually realizing the goal of building a digital government that is close, effective, transparent and serves the people.
Lam Dong, with a population of nearly 3.9 million people and 124 commune-level administrative units (103 communes, 20 wards, 1 special zone), has achieved remarkable achievements in digital transformation. As of August 2025, the province has integrated 100% of online public services into the National Public Service Portal (dichvucong.gov.vn), helping people easily carry out administrative procedures (TTHC) such as birth registration, driver's license issuance or certification. According to the report, the rate of online settlement records reached 80%, up from 71% compared to 2023, with people's satisfaction reaching 82.1/100 points and the target of reaching 95% by the end of 2025.

Currently, information technology infrastructure is a core factor with 100% of valid administrative procedure settlement results being digitized. Automatic public service kiosks and Call Center 1022 (02633 533428) have become effective tools, supporting people to access public services anytime, anywhere. However, in remote areas, many people lack smart mobile devices or are unfamiliar with technology, requiring direct support from the government and volunteers.
With the contribution of 126 youth volunteer teams with 1,267 members across 124 commune-level administrative units. In July and August 2025, these teams supported people in performing administrative procedures, especially in remote areas such as Lac Duong commune, the largest locality in the province (828 km²) and more than 88% of the population are K'Ho people.

Digital technology connects communities
At the Lac Duong Commune Public Administration Service Center, volunteers like Ms. A Dat K'Le Vo - a specialist from the Vietnam Fatherland Front Committee of the commune "held hands and guided" people to register for an electronic identification account (VNeID), install the application, and submit online applications. Ms. K'Le Vo shared: "Most people do not have smartphones or are not familiar with the operation. We support each step, even explaining in K'Ho language to make it easier for them to understand." Thanks to this dedication, people like Mr. Lo Mu Ha Moi and Mr. Lo Mu Ha Chieng (villages 3 and 4, Lac Duong commune) completed the birth registration procedure for their children in just one morning.

Since the implementation of the two-tier government model, volunteers have continued to be on duty at the centers, with 5-7 people per day in Lac Duong commune, ensuring timely support when the number of people increases. Mr. Nguyen Tuan Anh - Secretary of Lac Duong commune Youth Union, emphasized: "The participation of local volunteers helps people overcome language and technology barriers, especially for the elderly". According to Lam Dong Provincial Youth Union, before July 2025, the youth force supported the processing of more than 4,700 sets of documents at the administrative procedure reception points.
Mr. Bui Quoc Huan - Chairman of Lac Duong Commune People's Committee said: "In the beginning, the locality still faced many difficulties because most people did not know how to create an account. Therefore, we actively established youth union groups to support people more quickly. The goal is to help people get acquainted with digital government and reduce dependence on direct support."
With the goal of achieving 95% satisfaction with administrative procedure settlement by the end of 2025, Lam Dong is promoting investment in technology infrastructure, human resource training and communication about the benefits of online public services...
