Lam Dong province has made significant progress in bringing online public services into daily life, especially in remote areas and ethnic minority regions.

A bridge bringing public services closer to the people.

With the support of the local government, modern technological infrastructure, and a determination to reform administrative procedures, Lam Dong is gradually realizing its goal of building a digital government that is accessible, efficient, transparent, and serves the people.

Lam Dong province, with a population of nearly 3.9 million and 124 commune-level administrative units (103 communes, 20 wards, and 1 special zone), has achieved significant progress in digital transformation. As of August 2025, the province has integrated 100% of its online public services onto the National Public Service Portal (dichvucong.gov.vn), making it easier for citizens to carry out administrative procedures such as birth registration, driver's license issuance, and notarization. According to reports, the rate of online application processing reached 80%, up from 71% in 2023, with a citizen satisfaction level of 82.1/100 points and a target of reaching 95% by the end of 2025.

Currently, information technology infrastructure is a core element, with 100% of valid administrative procedure results being digitized. Automated public service kiosks and the 1022 hotline (02633 533428) have become powerful tools, supporting people in accessing public services anytime, anywhere. However, in remote areas, many people still lack smart mobile devices or are unfamiliar with technology, requiring direct support from the government and volunteers.

With the contribution of 126 youth volunteer teams comprising 1,267 members across 124 commune-level administrative units, in July and August 2025, these teams assisted people in carrying out administrative procedures, especially in remote areas such as Lac Duong commune, the largest locality in the province (828 km²) and where over 88% of the population are K'Ho ethnic minorities.

Digital technology connects communities.

At the Lac Duong Commune Public Administrative Service Center, volunteers like Ms. A Dat K'Le Vo, a specialist from the Vietnam Fatherland Front Committee of the commune, provided hands-on guidance to residents on registering for electronic identity verification accounts (VNeID), installing applications, and submitting online applications. Ms. K'Le Vo shared: "Most residents don't have smartphones or are unfamiliar with the procedures. We provide step-by-step support, even explaining things in the K'Ho language to make it easier for them to understand." Thanks to this dedication, people like Mr. Lo Mu Ha Moi and Mr. Lo Mu Ha Chieng (villages 3 and 4, Lac Duong commune) completed their children's birth registration procedures in just one morning.

Since the implementation of the two-tiered government model, volunteers have continued to be stationed at the centers, with 5-7 people each day in Lac Duong commune, ensuring timely support when the number of people increases. Nguyen Tuan Anh, Secretary of the Lac Duong Commune Youth Union, emphasized: “The participation of local volunteers helps people overcome language and technology barriers, especially the elderly.” According to the Lam Dong Provincial Youth Union, before July 2025, the youth force had assisted in processing more than 4,700 applications at administrative procedure reception points.

Mr. Bui Quoc Huan, Chairman of the People's Committee of Lac Duong commune, said: "In the initial stages of implementation, the locality faced many difficulties because most people still did not know how to create accounts. Therefore, we actively established youth union members and volunteers who were always on duty to support people more quickly. The goal was to help people become familiar with digital government and reduce their dependence on direct support."

With the goal of achieving 95% satisfaction with administrative procedures by the end of 2025, Lam Dong province is stepping up investment in technological infrastructure, human resource training, and communication about the benefits of online public services...
