Kinhtedothi - Researchers have pointed out that a major and fundamental aspect of President Ho Chi Minh's thought is the power and sovereignty of the people.

Over the years, studying and following President Ho Chi Minh's ideology has yielded practical results, making the "closeness to the people" efforts of Party committees and government agencies at all levels more effective.

Listen to and promptly address people's living issues.

One of the solutions to promote the implementation of President Ho Chi Minh's ideology of respecting and being close to the people is to effectively carry out regulations on dialogue between the heads of Party committees and government with the people.

This is an opportunity for Party committees and authorities to directly listen to the thoughts, aspirations, opinions, and suggestions of the people regarding mechanisms, policies, and shortcomings arising during the implementation process at the grassroots level.

In Hanoi, the reality shows that interaction and dialogue between the heads of Party committees and government with the people has been included in the work programs of Party committees and governments at all levels, clearly defining the time, location, and content, and increasingly expanding the topics and participants in the dialogue.

During these dialogues, a wide range of issues were addressed, from land issues and environmental pollution to administrative reforms and infrastructure-related policies. These dialogues, on the one hand, promptly resolved emerging problems, and on the other hand, allowed Party committees and authorities to clearly understand the concerns of the people, enabling them to adjust policies accordingly.

In 2024, in Chuong My district, through contact and dialogue with the people, many pressing social issues were promptly clarified to promote their resolution, such as investment in irrigation works, dikes, cultural centers, household waste transfer points, accelerating the progress of land use right auctions, disbursing public investment capital, and speeding up the implementation of projects and land clearance, especially the project to renovate and upgrade National Highway 6 section Ba La - Xuan Mai...

In Thuong Tin district, issues such as traffic, land use right certificates, solutions for the erosion of the Nhue River embankment, and addressing flooding in industrial zones, especially the Ha Binh Phuong industrial zone, are among the main topics discussed by the authorities with the people through dialogue.

In Dong Da district, strengthening urban management and planning; reviewing and decisively handling construction violations; and holding leaders accountable for violations are also issues that citizens conveyed to the authorities through the dialogue.

In many districts and counties, thematic dialogues have been intensified. For example, in Hoan Kiem district, the first thematic dialogue was held between the Standing Committee of the District Party Committee and civil servants and workers in the area.

Solutions to address difficulties, obstacles, concerns, and aspirations of civil servants and workers were discussed. This activity also innovated the mass mobilization work of the political system; it both promoted initiatives and creativity, encouraging civil servants and workers to contribute their intellect to the development of the district.

According to the leaders of Tay Ho district, not only at the district level, but in 2024, all 8 wards in the district successfully organized 15 dialogue conferences between the heads of the ward Party committees and governments with the Fatherland Front, political and social organizations, and the people.

Through this process, government authorities at all levels have been able to promptly record the thoughts, aspirations, and suggestions of the people; identify outstanding issues arising from the grassroots level in order to resolve them in a timely manner, avoiding the creation of hotspots.

Add more creative models.

Many innovative models for connecting the Party, the government, and the people have been implemented, preventing the situation of "government becoming distant from the people." Hanoi's leaders have also continuously issued directives and instructions requiring the effective implementation of receiving criticism and constructive feedback from the people regarding management, administration, and the attitude and working style of officials and civil servants.

In addition, it is necessary to strengthen the accountability of leaders, focusing on assigning competent and ethical officials to directly receive citizens, handle petitions, and resolve complaints and denunciations; and to closely coordinate between units to definitively resolve outstanding cases.

In particular, the application of information technology in connecting the government with the people has been strengthened. Following the Zalo channel "Feedback and Suggestions for Hanoi City," the city has deployed the Digital Citizen (iHanoi) application to create an important connection channel between the government and the people and businesses; receiving and processing feedback and suggestions from the people in a transparent, quick, and effective manner.

Through this application, in addition to receiving information, people can report and make suggestions about shortcomings ranging from environmental pollution and traffic issues to problems in their living areas.

When discussing this issue, many experts believe that the key is that leaders have thoroughly understood the importance of "listening to the people and speaking to the people," which has made "being close to the people" more effective. In reality, when those in authority interact and communicate with the people, it also provides an opportunity to explain and disseminate policies, laws, and regulations, as well as to mediate and prevent problems from arising.

This contributes to concretizing the mechanism of Party leadership, State management, and people's ownership with the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," strengthening the close relationship between the Party, the government, and the people.
