Meeting to celebrate the 78th anniversary of Vietnam Entrepreneurs Day

Also attending were members of the Provincial Party Standing Committee, leaders of the Provincial People's Council, People's Committee, National Assembly Delegation, Vietnam Fatherland Front Committee; leaders of departments, branches, localities; leaders of the Provincial Business Association, Business Associations of districts and cities and more than 100 typical enterprises in the province.

Speaking at the meeting, on behalf of the Provincial Party Committee, People's Council, and People's Committee, Secretary of the Provincial Party Committee Doan Minh Huan sent his best wishes to businesses and entrepreneurs in the province on the occasion of Vietnam Entrepreneurs' Day. He also emphasized that the business community and entrepreneurs play a particularly important role in economic development, job creation, production of material wealth, strengthening independence and self-reliance and international economic integration.

In recent times, the business community has faced many difficulties due to the impact of the COVID-19 pandemic along with complicated fluctuations in the world's economic, political and security situation. In that context, local authorities have focused on strongly innovating thinking and action with the consistent viewpoint of "Track to the end, solve thoroughly", doing "Clear work, clear people, clear responsibilities, clear time and clear results", assigning specific tasks to each related unit and responsible leader in all fields, thereby promptly resolving bottlenecks and difficulties, improving the investment and business environment.

On the business community side, they have always shared and accompanied the government, united, flexibly adapted, transformed production and business models, improved management and operation capacity, thereby gradually overcoming difficulties and stabilizing production and business.

Thanks to the determination of the local government, together with the consensus of the business community, the province's socio-economic situation in the first 9 months of 2023 still achieved positive results: GRDP growth rate reached 6.84%, ranked 23rd out of 63 provinces and cities nationwide; tourism activities developed well, serving as a lever to promote service business activities, while spreading to other economic sectors for development; culture, society, and social security were ensured.

In addition to the encouraging results, the Provincial Party Secretary also shared about the current difficulties in the province's socio-economic development such as: Many industrial products have decreased, inventories are high, budget revenue has decreased, etc. Meanwhile, it is forecasted that in the coming time, the world economic situation in general and that of the whole country and the province will still have challenges and fluctuations. Therefore, in order to successfully implement the goals and tasks of 2023 and the entire 2020 - 2025 term, the Provincial Party Secretary requested that Party committees, authorities, and the business community in the province continue to focus on implementing well a number of key contents:

Focus more on reviewing and removing barriers and obstacles in mechanisms and policies to clear bottlenecks in production and business development; continue to innovate investment promotion activities to attract strategic investors with the capacity to implement projects using high technology, clean technology, cultural industries, etc. to create new industrial products with high added value and wide spread; connect domestic and foreign enterprises, making great contributions to growth and budget revenue.

Continue administrative reform, improve local governance capacity according to the motto "3 increases": increase personal responsibility of leaders, increase dialogue to promptly resolve difficulties for businesses and increase coordination between departments and agencies, work in groups for each project and "3 reductions": reduce focal points for handling work, reduce administrative procedures and reduce processing time to unblock resources, help businesses take full advantage of opportunities and chances for production and business.

Focus on completing planning, publicly and transparently implementing socio-economic development orientations and plans, mechanisms and policies to guide businesses to invest according to planning and development plans, and ensure investment rights and reduce business risks. Create conditions for businesses to have equal access to development resources, participate deeply in the global value-added chain to increase the value-added ratio of exported goods.

Strengthening discipline and administrative discipline in agencies and units in the province, promoting the responsibility of leaders in conjunction with focusing on building e-government, implementing digital transformation and promoting administrative reform, applying information technology, resolutely handling according to authority officials who harass and cause trouble for businesses in handling administrative procedures.

The Provincial Party Secretary also hopes that the business community will continue to accompany the province to effectively implement programs and plans for socio-economic recovery and development. At the same time, further promote the spirit of Vietnamese entrepreneurs, strengthen cooperation, solidarity, self-reliance, proactively develop production plans to ensure feasibility and efficiency. Focus on restructuring enterprises, promoting innovation, digital transformation, deeply participating in the value chain, promoting scientific and technological research, risk management, sustainable business development, green growth. Promote the role of the Provincial Business Association, the Provincial Young Entrepreneurs Association, innovate the content and methods of operation, act as a bridge between enterprises and state agencies, create solidarity and cooperation between enterprises, and encourage the spirit of entrepreneurship. Expand social responsibility, develop party members and build party organizations in non-state enterprises.

Enterprises need to share with the government and political system when facing difficulties in mechanisms and policies, difficulties in site clearance, and barriers in cultural practices to dialogue and coordinate to resolve them in the spirit of harmonious benefits and shared risks.

The Provincial Party Secretary believes that with the unanimous determination of the government and people of Ninh Binh province, the support and assistance of the Central Government, and the joint efforts of businesses, Ninh Binh will soon realize its aspiration to become a heritage city, aiming to basically meet the criteria of a centrally-run city before 2030.
