In Bach Dang neighborhood (Tuy Hoa ward), people prepared many sandbags to reinforce their houses. In the coastal area, some households raised their furniture, supported their doors and roofs before moving to a safe place. Many trees that were likely to fall were also neatly trimmed by people to minimize damage when the storm made landfall.

Mr. Nguyen Khac Tam (Bach Dang quarter, Tuy Hoa ward) said that he had finished placing sandbags on the roof of his house, and trimmed some trees in front of his house to avoid falling and breaking branches when there was heavy rain and strong winds. His family had also planned a safe place to evacuate to in case the worst happened. The family had also prepared all necessities before storm No. 13 moved ashore.

On the streets of Tuy Hoa ward, urban environmental workers are on duty at locations with tall, wide-canopy trees to trim them, ensuring they do not fall onto people's homes or onto the street, affecting traffic safety. Electricity workers help people safely tidy up electrical wires and check locations that are likely to be flooded or have short circuits before the storm.

At the embankment of Bach Dang Street (Tuy Hoa Ward), nearly 100 large and small boats of local people were guided by local authorities to anchor to a safe place. Some boats were moved to higher areas. Fishermen also completed the work of firmly reinforcing their boats before the storm hit.

On the morning of November 6, taking advantage of the weather without heavy rain or strong winds, Mr. Tran Ngoc Hung (Nguyen Cong Tru quarter, Tuy Hoa ward) reinforced his 3 boats that were moored at the embankment of Bach Dang street. Through the media, he knew that storm No. 13 would be very strong, so he was not subjective when mooring his boats, and at the same time, he regularly monitored natural disaster warnings to have appropriate response solutions.

As the afternoon of November 6 approached, the weather at sea became worse, especially big waves appeared in the Dak Lak sea area. Many coastal areas were at risk of high tides. Therefore, many localities issued a ban on going to the beach. However, some people in Tuy Hoa ward still subjectively went swimming.

According to the direction of Mr. Ta Anh Tuan, Chairman of Dak Lak Provincial People's Committee at the meeting to deploy storm prevention work No. 13 on the evening of November 5, all cranes at construction sites in coastal localities must be lowered to ensure safety on the morning of November 6. However, it was noted that on Doc Lap Street (Tuy Hoa Ward), as of 9:00 a.m. this morning, some cranes had not been lowered, posing a very high risk of insecurity when the storm makes landfall.

Chairman of Tuy Hoa Ward People's Committee Nguyen Cong Thanh said that by 9:30 a.m. on November 6, the locality had directed all construction sites in the area to remove cranes or lower them to safe locations, ensuring that no accidents or injuries occur when the storm makes landfall.
