Deputy Prime Minister Bui Thanh Son has just signed Decision 14 regulating the structure of retail electricity prices. This regulation takes effect from May 29.
Accordingly, the electricity price list will be reduced from 6 to 5 levels. The cheapest level is calculated for households using less than 100 kWh instead of the current 50 kWh, while the highest level is from 701 kWh and up.
Electricity prices for steps 1-5 are calculated at 90-180% of the average retail electricity price (currently 2,204.07 VND per kWh, applied from May 10).
Thus, according to the new price list, the lowest electricity price (level 1) is about 1,984 VND per kWh and the highest (level 5) is 3,967 VND per kWh, excluding VAT.
Level | Current price list | 5-step plan
Usage level | Price (*) | Usage level | Price
1 | 0-50 kWh | 1,984 | 0-100 kWh | 1,984 |
2 | 51-100 kWh | 2,050 | 101-200 kWh | 2,380 |
3 | 101-200 kWh | 2,380 | 201-400 kWh | 2,998 |
4 | 201-300 kWh | 2,998 | 401-700 kWh | 3,571 |
5 | 301-400 kWh | 3,350 | 701 kWh or more | 3,967 |
6 | 401 kWh or more | 3,460 |
(*) Price does not include VAT
According to the above Decision, poor households are still supported monthly equivalent to the electricity bill for 30 kWh calculated according to the current retail price of household electricity level 1.
Social policy households (not classified as poor households above) and whose monthly electricity consumption does not exceed 50 kWh are supported with electricity costs equivalent to the electricity cost of 30 kWh calculated according to the current level 1 price.
The new tariff has a difference of about two times between levels 1 and 5. Previously, the Ministry of Industry and Trade explained that this gap is in line with the general trend of the world to encourage the use of electricity economically and efficiently. However, households that use a lot of electricity, over 400 kW, will have to pay an increase in electricity bills.
Accordingly, the electricity price for the first 100 kWh will be kept unchanged to support the poor and policy households (nearly 33.5% of the total number of households using electricity). The difference in electricity revenue reduction for these households will be compensated by households using 401-700 kWh and over 700 kWh (about 2% of the total number of households using electricity nationwide). That is, the electricity price of high levels (from 400 kWh and above) is designed to increase by 6.5-14.7% to offset revenue for low levels, according to the Ministry of Industry and Trade.
For levels from 101-200 kWh and 201-300 kWh, electricity prices remain the same as current.
In this decision, the operator also built a separate retail price list for electric vehicle charging stations and poles. Accordingly, the electricity price for this group of customers is lower than the level applied to business but higher than that applied to production. Specifically, the electricity price structure is based on voltage level, the lowest is 71%, the highest is 195% of the current retail electricity price.
In addition, the " tourist accommodation" customer group is also subject to a separate price list. The price list for this group is calculated based on voltage level, the lowest being 56% and the highest being 168% of the current retail electricity price.
