On September 23, at the second meeting of the steering committee for key national projects in the area, Gia Lai Provincial Party Secretary Ho Quoc Dung emphasized: "These are strategic projects of great significance, creating jobs, improving people's lives, while strengthening national defense and security, and maintaining social order and safety."
Gia Lai Provincial Party Secretary Ho Quoc Dung chaired the second meeting of the steering committee for key national projects in the area.
According to the report, the North-South high-speed railway project through Gia Lai is more than 115km long, from Hoai Nhon Bac ward (bordering Quang Ngai) to Quy Nhon Tay ward (bordering Dak Lak ), passing through 18 communes and wards. The entire route has two main stations: Bong Son and Dieu Tri.
The site clearance work is expected to require about 6,410 billion VND. Currently, the Gia Lai Provincial Land Fund Development Center and the local People's Committees are implementing the planning of 38 resettlement areas, with an area of nearly 154 hectares, to accommodate about 1,600 affected households.
Of these, 30 areas have had their detailed planning approved, while the rest are in the process of being assessed. Some areas, such as Tay Vinh (Binh An commune), have completed site clearance and are preparing for resettlement.
Along with the railway, the Quy Nhon – Pleiku expressway project is also an infrastructure highlight of the province. The route is about 125km long, with a total investment of more than 43,700 billion VND, of which compensation, support and resettlement costs account for over 4,700 billion VND.
The expressway is designed with 4 lanes, speed of 100km/h, roadbed width of 24.75m; through An Khe pass and Mang Yang pass, maximum speed is under 80km/h. The route will occupy nearly 942ha of land, of which about 325ha of forest land must be converted to other purposes.
Gia Lai Provincial People's Committee has issued many documents directing the work of compensation and resettlement support, and at the same time adjusting the route through the mountain passes to optimize the technique. Localities have established compensation and resettlement support steering committees at the commune level; providing guidance on determining specific land prices, ensuring transparency and timely progress. The survey of the location for the groundbreaking ceremony has also been completed.
Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan spoke at the meeting.
Speaking at the meeting, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan requested departments, branches and localities to uphold their sense of responsibility, stick to their work, promptly determine land prices, arrange resettlement areas in favorable locations, consider vocational training and create jobs for local people. He emphasized that the lives of affected people must be guaranteed to avoid disruption.
Gia Lai Provincial Party Secretary Ho Quoc Dung concluded: “The entire political system and the people need to clearly understand the significance of these two key projects. This is not only an infrastructure project, but also a driving force for the province to make a breakthrough, so we must unify our will and actions, create social consensus, and resolutely implement it from the beginning to ensure the right progress.”
The Gia Lai Provincial Party Secretary requested to strengthen the synchronous and extensive propaganda work to each Party cell, village, hamlet, and residential group, especially to households affected by the project. Diversifying information channels will help create unity, consensus, and support in society, contributing to speeding up the progress of site clearance.
Along with that, localities where the project passes through must urgently establish a steering committee for compensation, support and resettlement at the commune level, while functional agencies develop policies to apply uniformly throughout the province, and select favorable resettlement locations to best meet the needs of the people.
To ensure progress, project management boards and provincial land fund development centers must coordinate and urge localities in compensation, support, and resettlement for both the Quy Nhon – Pleiku expressway project and the high-speed railway.
The Quy Nhon - Pleiku expressway will run parallel to the existing National Highway 19, connecting East and West Gia Lai.
The province will arrange personnel to support places lacking specialized staff, provide guidance on determining land prices transparently and in accordance with the law; and establish a department to receive and promptly resolve people's petitions.
“These two national key projects, when completed, will open up a new face for Gia Lai, strongly connecting with the region and the whole country. This is a strategic step for the province to exploit its potential, creating momentum for sustainable development in the coming years,” emphasized the Gia Lai Provincial Party Secretary.
