Disbursement of ODA funds has only reached 39.06% of the plan.

According to the Ministry of Finance , only two ministries/sectors have achieved a disbursement rate of over 50% for foreign-funded public investment, and four out of ten ministries/sectors have yet to disburse their 2024 foreign-funded public investment plans.

This information was announced at a conference with ministries and agencies on the situation of disbursing public investment from foreign capital in the last months of 2024 to resolve obstacles and difficulties in order to promote disbursement, organized by the Ministry of Finance on December 3rd.

According to reports from central ministries and agencies, and data from the Treasury and Budget Management Information System (TABMIS), as of the end of November 2024, the disbursement rate of public investment from foreign capital sources by ministries and agencies reached 39.06% of the adjusted capital plan. Of these, two ministries/agencies had disbursement rates exceeding 50%: the Ministry of Transport and the Ministry of Natural Resources and Environment; four out of ten ministries/agencies have yet to disburse their 2024 public investment plans from foreign capital: the Ministry of Education and Training, the Ministry of Construction , the Ministry of Labour, Invalids and Social Affairs, and the Ministry of Health.

At the conference, ministries and agencies discussed and identified the causes of slow disbursement, including several main reasons such as: delays in land clearance, delays in bidding and technical design; projects requiring adjustments to investment policies and projects (some projects require multiple adjustments to investment policies, with lengthy adjustment periods); projects requiring adjustments to loan agreements; and delays by donors in providing feedback on bidding documents and documents related to amendments to loan agreements.

To address this situation, the Conference agreed on several solutions, including strengthening close monitoring of progress, focusing on implementing projects that have completed investment preparation; and promptly resolving obstacles related to land clearance, bidding, and other issues within their authority. For proposed solutions exceeding the authority of ministries and agencies, they should be quickly compiled and reported to higher authorities for consideration and resolution.

The Ministry of Finance stated that 2024, the fourth year of the 2021-2025 five-year socio -economic development plan, is a crucial year for creating breakthroughs and positive changes in achieving the goals of the socio-economic development plan and the medium-term public investment plan for the 2021-2025 period.

Therefore, accelerating the implementation and disbursement of public investment capital is of great importance, directly contributing to promoting domestic production, developing infrastructure, removing bottlenecks for development, and helping to develop the economy quickly and sustainably. Therefore, the Ministry of Finance and other ministries and agencies participating in the Conference unanimously agreed to closely monitor and resolutely implement solutions to accelerate the disbursement of public investment capital, striving to achieve a disbursement rate of at least 95% of the planned capital as set out in Resolution 01/NQ-CP.
