In order to urgently overcome the consequences of natural disasters , quickly stabilize the people's situation, restore production and business, strive for economic growth of over 8% in 2025 and 10% or more in 2026, the Government requests Ministers, Heads of ministerial-level agencies, Government agencies, other central agencies, Chairmen of People's Committees of provinces and cities affected by natural disasters (hereinafter referred to as ministries, agencies, and localities), based on their assigned functions, tasks, and powers, to urgently, resolutely, promptly, and effectively implement the Conclusions of the Politburo , Resolutions, and directions of the Government and the Prime Minister .
In particular, the highest priority is to protect people's lives and health and soon stabilize their lives, not to let anyone lack housing, not to let anyone go hungry or cold, not to let students lack schools, not to let sick people lack medical treatment and related essential services.
The Government issued a Resolution on solutions to overcome the consequences of natural disasters and restore production in localities in the Central region.
Implement the work of overcoming consequences with a proactive, urgent, timely and effective spirit, with high determination, great effort, drastic action, focus, and key points, completing each task, ensuring the principle of "six clear" in the division of work (clear people, clear work, clear progress, clear authority, clear responsibility and clear results) , "not being perfectionist, not being hasty and not missing opportunities".
Promote "national love and compatriotism", mobilize the combined strength of the entire political system, the whole society, the business community and the people. Mobilize and effectively use all resources from the state budget, funds, aid sources, sponsorships, and support from businesses and philanthropists according to the motto "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has a lot helps a lot, whoever is wherever they are, help there". Ensure that relief and support work is carried out publicly, transparently, and to the right target, avoiding negativity and waste.
Closely combine support for overcoming consequences with restructuring production, relocating residents in dangerous areas, proactively restoring infrastructure, improving resilience and sustainable adaptation to natural disasters .
Do a good job of information and communication work, contribute to creating social consensus, arouse and promote the strength of great national unity and the political system, especially at the grassroots level in organization and implementation.
The scope and objects of support are people, workers, disadvantaged people, business households, cooperatives, and enterprises in the Central region affected by storms No. 12 and 13 and floods in October and November, including the provinces and centrally-run cities: Ha Tinh, Quang Tri, Hue, Da Nang , Quang Ngai, Khanh Hoa, Gia Lai, Dak Lak and Lam Dong.
