Solving difficulties and problems in site clearance for irrigation projects

On the morning of October 27, at the People's Committee of My Son commune, comrade Trinh Minh Hoang - Vice Chairman of Khanh Hoa Provincial People's Committee worked with the leaders of My Son, Bac Ai Tay and Lam Son communes on resolving difficulties and obstacles in site clearance (GPMB) for the Project to complete the level II pipeline and level III canal of the Song Cai - Tan My irrigation system and the Tan My - Ba Rau lake - Song Trau lake water transfer system project (component of the water supply system for the Song Cai lake irrigation area).

According to the report of the Provincial Construction Investment Project Management Board, the Project to complete the level II and level III pipelines of the Cai - Tan My River irrigation system invested 361 level II and level III canals with a total length of 139,746m using HDPE pipes, pipe diameters from 125mm to 250mm, with a total investment of more than 366 billion VND. The project is on the list of key public investment projects in 2025 and must be completed in 2025. However, due to problems with site clearance affecting the construction progress, the project has only disbursed 22% of the capital plan for 2025 (56,492/253.31 billion VND).

In order to soon have a construction site to complete the remaining items and additional items, pay the remaining compensation and support value (30%) to households, Vice Chairman of the Provincial People's Committee Trinh Minh Hoang requested the Provincial Construction Investment Project Management Board to coordinate with the Southern Khanh Hoa Land Fund Development Branch to arrange human resources to complete the work of determining compensation and support prices for eligible cases; urgently review and consolidate the land acquisition dossiers to submit to the People's Committee of My Son commune to approve the compensation and support plan for the remaining households and individuals; urgently complete the inventory of additional households and individuals in phase 2; preside over and coordinate with the People's Committee of My Son commune to determine the origin of the land according to regulations to have a basis for determining compensation prices. The People's Committee of My Son commune shall arrange human resources to soon complete the appraisal and approval of compensation and support plans for the remaining 188 cases; Coordinate with the Southern Khanh Hoa Land Fund Development Branch to determine the origin of the land according to regulations to have a basis for applying compensation prices for pipelines in phase 2.

For the Tan My - Ba Rau Lake - Song Trau Lake Water Transfer System Project, the Song Cai Lake Irrigation System component invested 4,612.6m of main canal, constructed with HDPE pipes with diameters from 450 to 900mm and 4 level 1 canals with a total length of 5,047m, constructed with HDPE pipes with diameters from 225 to 355mm, with a total investment of more than 131,356 billion VND. Due to problems with site clearance affecting the construction progress, only about 40% of the volume has been completed so far, and there is a risk that the project will not be completed in 2025 if the site clearance work is still slow. Comrade Trinh Minh Hoang requested the People's Committee of Lam Son commune to coordinate with the Southern Khanh Hoa Land Fund Development Branch to arrange human resources to urgently complete the appraisal and approval of compensation plans and support for the remaining 20 households; At the same time, re-determine the land origin and land use time of the remaining households. Bac Ai Tay Commune People's Committee urgently appraised and approved the compensation plan to support the remaining 4 households.
