Specifically, the State Bank has issued Official Letter No. 4290/NHNN-TD to 9 commercial banks, applying preferential lending policies for people under 35 years old to buy social housing. These banks include: Agribank , VietinBank, Vietcombank, BIDV, HDBank, VPBank, Techcombank, TPBank and MB.
At the time of signing the loan agreement, customers will enjoy a special interest rate. In the first 5 years of borrowing, the loan interest rate will be 2% lower than the average medium and long-term loan interest rate in VND of 4 state-owned commercial banks, including Agribank, BIDV , Vietcombank and VietinBank.
In the next 10 years of borrowing, the lending interest rate is 1% lower than the average medium and long-term lending interest rate in VND of the 4 State-owned commercial banks mentioned above.
From July 1, 2025, the State Bank will periodically announce every 6 months the preferential lending interest rates for commercial banks participating in the program.
The capital for implementing the program is used from the capital of banks that have registered to participate in lending for social housing, workers' housing, and renovating and rebuilding old apartments according to Resolution 33/NQ-CP of the Government .
The management agency also requires these commercial banks to have social housing loan products for people under 35 years old to communicate and disseminate full information for people in need to grasp.
