Reduce loan interest rates for customers affected by storms and floods

Accordingly, the State Bank has just issued Document No. 9651/NHNN-TD requesting credit institutions, foreign bank branches and State Bank branches in regions 1, 3, 4, 5, 6, 7, 8, 9 and 12 (including the provinces: Son La, Phu Tho, Lao Cai, Dien Bien, Lai Chau, Thai Nguyen, Cao Bang, Lang Son, Tuyen Quang, Bac Ninh, Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Hanoi , Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Quang Ngai and Da Nang City) to implement a number of solutions to support customers in overcoming the consequences of natural disasters.

For credit institutions, the State Bank requires reviewing and supporting branches and transaction offices in provinces and cities affected by storms No. 10, 11, 12 and post-storm floods to promptly overcome damage and restore operations to serve customers and local people.

At the same time, assess the production and business activities and debt repayment capacity of loan customers affected by storms and heavy rains and floods from July to October 2025, in order to promptly apply support measures and remove difficulties for customers.

Specifically, restructuring debt repayment terms, exempting and reducing interest and fees for customers who have suffered losses according to current regulations; developing and implementing credit programs and packages with interest rates lower than normal lending rates to restore production and business; reducing lending interest rates by 0.5 - 2%/year for 3 to 6 months for existing outstanding debts of customers who have suffered losses due to storms and floods; and handling debts for customers who have suffered losses in loan capital.

As for the Vietnam Bank for Social Policies, the State Bank requires that it fully implement the tasks assigned in Resolution No. 347/NQ-CP (dated October 24, 2025) of the Government on key tasks and solutions to urgently overcome the consequences of natural disasters after storm No. 11, quickly stabilize people's lives, promote production and business recovery, actively promote economic growth, and control inflation well.

For the State Bank branches in regions 1, 3, 4, 5, 6, 7, 8, 9 and 12, the State Bank requests that credit institutions in the area urgently deploy support to remove difficulties for customers affected by storms and heavy rains and floods from July to October 2025.

Along with that, coordinate with local departments and branches to advise the Provincial and City People's Committees to deploy solutions to support and remove difficulties for people affected by storms and heavy rains and floods from July to October 2025.

The State Bank requests the leaders of credit institutions and the Directors of State Bank branches in the above areas to urgently implement this. During the implementation process, if any difficulties or problems arise beyond the authority, they must promptly report to the State Bank for handling.
