Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong signed Decision No. 6212/QD-UBND dated December 2, 2024, assigning 9,989.5 m2 of land in Thuong Thanh ward, Long Bien district, to the Long Bien District People's Committee for the implementation of the project to upgrade the technical infrastructure of land plots in planning area A.5/CCKO1 and A.5/NO1 adjacent to the planned 30m and 15.5m roads in Thuong Thanh ward, Long Bien district, Hanoi .
Accordingly, 9,989.5m2 of land in Thuong Thanh ward, Long Bien district (confirmed by the Long Bien District People's Committee as having completed land clearance in Document No. 2279/UBND-TTPTQD dated October 31, 2024) is allocated to implement the Project for Upgrading Technical Infrastructure in planning area A.5/CCKO1 and area A.5/NO1 adjacent to the 30m and 15.5m roads, Thuong Thanh ward, Long Bien district, Hanoi, according to the Project Approval Decisions No. 5300/QD-UBND dated October 25, 2017, No. 9508/QD-UBND dated December 31, 2021, No. 7892/QD-UBND dated September 20, 2022, and No. 92/QD-UBND dated January 15, 2024 of the Long Bien District People's Committee.
Location and boundary markers of the land plot are limited at: (1) Adjusted master plan map of land plot A.5/CCKO1 and plot A.5/NO1, scale 1/500, prepared by Vietnam Bridge and Road Construction Design Consulting Joint Stock Company in June 2023, approved by Long Bien District People's Committee on June 15, 2023; (2) Diagram attached to the boundary marker positioning minutes dated May 16, 2024 of the Department of Natural Resources and Environment.
Out of a total of 9,989.5 m2 of land, 6,131.6 m2 (plot coded A.5/CCKO1) is designated for auctioning land use rights according to the approved plan. Land allocation method: For the Long Bien District People's Committee: The State allocates land without collecting land use fees. For the winning bidder: The State leases the land with a one-time payment for the entire lease period. The lease term is according to the investment project implementation period as stipulated. 1,255.9 m2 of land (plot coded A.5/NO1) is designated for auctioning residential land use rights. Land allocation method: For the Long Bien District People's Committee: The State allocates land without collecting land use fees. For the winning bidder: The State allocates the land with land use fees. Land use term: According to the investment project implementation period as stipulated. Homebuyers are granted the right to use the land for stable and long-term residential purposes. 2,602.0 m2 of land is allocated for road construction. The land is allocated by the state without collecting land use fees. The land use period is long-term.
The People's Committee of Hanoi City assigns the People's Committee of Long Bien District (Long Bien District Land Development Center) to contact the Department of Natural Resources and Environment to carry out the procedures for handing over land on-site according to regulations. The organization is responsible for implementing the investment project, ensuring overall planning, synchronous connection of technical infrastructure and regional infrastructure; and is responsible for preparing and approving the overall site plan drawing, ensuring no interstitial land areas are created and that land is used economically and efficiently.
Responsible for the origin of land use; data on the area of rice paddy land converted to other purposes within the Project; ensuring that the land management and site clearance process complies with regulations; responsible for the proposed project boundaries ensuring no overlap with adjacent projects and no creation of interspersed land areas; using the land for the intended purpose, within the defined boundaries and area mentioned above; implementing the investment project in accordance with the law, etc.
The Departments of Natural Resources and Environment, Finance, Construction, Planning and Architecture, Planning and Investment; and the Hanoi City Tax Department shall guide the Long Bien District People's Committee in implementing specialized management contents as prescribed.
The Hanoi Land Registration Office updates land use rights registration, processes land use change registrations, and adjusts land use changes in cadastral records according to regulations.
* Also on December 2, 2024, the Hanoi People's Committee issued Decision No. 6213/QD-UBND assigning 429.1m2 of land in Nghia Do Ward, Cau Giay District (confirmed by the Cau Giay District People's Committee as having completed land acquisition and site clearance in Document No. 1607/UBNDBQLDAĐTXD dated October 10, 2024) to the Cau Giay District People's Committee for the construction of the meeting hall for residential group No. 11, Nghia Do Ward, according to the investment project approved by the Cau Giay District People's Committee in Decision No. 2168/QD-UBND dated November 20, 2023.
Decision No. 6214/QD-UBND on the allocation of 484.4m2 of land in Nghia Do Ward, Cau Giay District (confirmed by the Cau Giay District People's Committee as having completed land acquisition and site clearance in Document No. 1606/UBND-BQLDAĐTXD dated October 10, 2024) to the Cau Giay District People's Committee for the construction of the meeting hall for residential groups No. 15 and 22 in Nghia Do Ward, according to the investment project approved by the Cau Giay District People's Committee in Decision No. 2169/QD-UBND dated November 20, 2023.
