During the resistance war against the French colonialists, implementing the Party's guidelines, under the direct leadership of the Central Region Party Committee, Zone 4 Party Committee, and Inter-zone 4 Party Committee, with the spirit of initiative, creativity, self-reliance, and self-strengthening, the Military Region 4 armed forces promoted the all-people, comprehensive resistance war, constantly promoted guerrilla warfare, won people, kept land, destroyed the enemy, developed forces, expanded the area, and was the core of building a widespread people's war posture, actively fought and consolidated the rear; at the same time, directly contributed to building and expanding the Vietnam-Laos fighting alliance; and carried out coordinated operations with the main battlefield of the North. In particular, they led the struggle in a timely manner, quickly strengthened confidence, fought against the mentality of being afraid of difficulties and fierceness, brought the Binh-Tri-Thien armed forces back to stick with the people and the land, and promoted the resistance war.

When the resistance war against French colonialism entered the decisive stage with the comprehensive, timely and creative leadership of the Inter-Zone Committee 4, the Military Region 4's armed forces were the core in promoting the people's war in the enemy's rear, together with the entire people, turning the Military Region 4 into a launching base for attacks, creating victory in the Central-Lower Laos Campaign. At the same time, we focused on building and developing a strong armed force in terms of politics, ideology and organization, acting as the core for the local people and mobilizing human and material resources to promptly support the battlefields, especially the historic Dien Bien Phu Campaign, contributing with the whole country to successfully carry out the resistance war against the invading French colonialists.

During the resistance war against the US to save the country, under the wise and talented leadership of the Party, the education , training and encouragement of President Ho Chi Minh, and directly under the leadership and direction of the Central Military Commission, Military Region 4, Military Region Tri-Thien, and the Party Committee of the Route 9 Front, the Military Region's armed forces were the core for the entire people to fight the enemy, successfully carrying out 4 missions on 3 battlefields.

During the period of building and defending the socialist Vietnamese Fatherland, the Party Committee of Military Region 4 led the Military Region's armed forces to promote the tradition of the homeland "Binh, Tri, Thien Trung Dung - Thanh, Nghe Tinh steadfast", together with the Party committees, authorities and people of the provinces in the area to overcome the consequences of war, restore and develop the socio-economy, continue to fulfill the strategic rear duty in the two wars to protect the Fatherland's borders; carry out the noble international duty, help Laos maintain the revolutionary achievements, make an important contribution to fostering the loyal and steadfast Vietnam-Laos friendship and participate in the fight to help the Cambodian people escape the disaster of genocide.

However, in the process of development and integration, our country faces many difficulties and challenges, with potential factors causing instability. Natural disasters, epidemics, and environmental incidents are evolving in a complex and unpredictable manner. The reorganization and streamlining of the local government and military apparatus pose many new problems. In that context, the Party Committee of Military Region 4 raises the revolutionary flag of the Party even higher, leading the Military Region's armed forces to excellently complete all tasks in the new period.

The Party Committee of the Military Region, the Standing Committee of the Party Committee of the Military Region and party organizations at all levels in the Party Committee of the Military Region regularly thoroughly grasp and strictly implement the Party's viewpoints and guidelines on military affairs, national defense, and protection of the Fatherland; at the same time, perform well the advisory function for the Party and State in the military and national defense fields; effectively implement the resolutions and directives of the Party and State on building the people's armed forces, building the all-people national defense, the all-people national defense posture associated with a solid people's security posture; constantly improve the overall quality and combat strength of the Military Region's armed forces.

Be proactive and sensitive in the fight to protect the Party's ideological foundation, fight against wrong, hostile viewpoints, plots, and activities of "peaceful evolution" and "depoliticization" of the Army; absolutely do not be vague, subjective, or lose vigilance, contributing to maintaining the Party's ideological position in the Military Region's armed forces. Strengthen internal political protection work, prevent and repel signs of degradation in political ideology, ethics, lifestyle, "self-evolution", and "self-transformation". Party committees, party organizations, and leading cadres at all levels strengthen measures for political education and ideological management; link ideological work with organizational and policy work. Proactively grasp, assess, and forecast the situation and ideological developments of cadres and soldiers, especially in the face of new, complex, and sensitive issues; promptly and effectively resolve emerging issues, avoiding being passive or surprised; maintain solidarity and unity within the Party committee, Party organization, and within the agency or unit.

Based on the leadership of Party committees and organizations at all levels, each cadre and soldier grasps the situation and tasks, proactively and actively concretizes and creatively applies the contents of the resolutions to practical activities according to their positions and responsibilities, promotes the Emulation Movements for Victory, creating a new change in the overall quality and combat strength of the Military Region's armed forces, first of all in politics and ideology.
