
Large capital, slow disbursement
The Department of Finance said that the city's public investment capital plan for 2025 assigned by the Prime Minister is 16,400 billion VND, the City People's Council and City People's Committee assigned 17,600 billion VND. This does not include 812 billion VND in additional capital plan for the central budget in 2025 after September 30 assigned by the Prime Minister, including 330 billion VND to implement Resolution No. 57-NQ/TW and 482 billion VND to implement Conclusion Notice No. 81-TB/TW of the Politburo on the policy of investing in building schools for border communes.
Since the beginning of the year, the city has allocated 17,000 billion VND in detail to units and localities, reaching 96.8% of the capital plan assigned by the People's Council. Regarding the additional central source to increase the central budget revenue after September 30, because the projects have not completed investment procedures, the conditions for detailed capital plan allocation have not been guaranteed.
As of November 7, the city's disbursement of public investment capital according to the 2025 budget estimate reached VND 8,600 billion/VND 16,400 billion, equal to 53% of the plan assigned by the Prime Minister ; VND 8,600 billion/VND 17,600 billion, equal to 49% of the plan assigned by the City People's Council. Of which, the disbursement of central capital reached VND 2,244 billion/VND 5,375 billion, equal to 41.74% of the capital plan assigned by the Prime Minister.
The remaining capital plan to be disbursed by January 31, 2026 is VND 7,705 billion. It is estimated that by November 30, the disbursement of the capital plan assigned in 2025 will reach VND 10,660 billion/VND 16,400 billion, equal to 65% of the assigned plan. In addition, the capital plan for 2024 extended to 2025 will disburse VND 689 billion/VND 1,534 billion, reaching 44.9% of the plan.
There are still many difficulties.
Director of the Department of Finance Tran Thi Thanh Tam said that the disbursement of public investment capital is currently facing certain difficulties and obstacles. The process of implementing the 2-level local government model has had an impact on the implementation of projects, such as projects being delayed or suspended due to many related problems.
Through a preliminary review, the current situation of the old Quang Nam province is facing great difficulties in investment resources, the revenue of all levels of budget (province, district, commune) cannot meet the investment spending needs, leading to the situation that works and projects cannot continue to be implemented even though they are under construction. Currently, localities are still struggling to assign project investors to their affiliated units because the number and capacity of professional staff at the commune level is still limited, not meeting the requirements of managing many projects at the same time and projects with complex technical factors.
One difficulty considered to be the core affecting the current capacity to disburse public investment capital is compensation and site clearance. Through practical implementation, the site clearance progress at projects in the (new) city is still slow, affecting the construction progress of works and disbursement of capital plans.
According to representatives of the city's project management boards, this is the most common and difficult difficulty to overcome at present, along with the lack of construction materials affecting the implementation of construction works and projects. In addition, difficulties and obstacles in investment preparation and construction work have significantly affected the acceleration of public investment disbursement progress in 2025.
Difficulty is there to solve
To solve the problem of disbursing public investment capital in 2025 to achieve the target of 100% of the assigned plan, the city identifies and considers the level of public investment results as an important basis to evaluate the level of task completion of organizations and individuals. Project management boards under the City People's Committee review the tasks of regional project management boards, overcome difficulties and problems when organizing a 2-level government model, especially in adjusting documents, procedures, and implementation time so that projects are qualified to continue implementation, site clearance work...
Agencies, units, localities, and project management units proactively review and develop monthly and weekly progress schedules for each project. The City Land Fund Development Center proactively reviews each project's documents, completes legal documents (if any), reviews compensation policies and regimes, proposes additional support if necessary and appropriate, and proactively advises the City People's Committee to resolve any arising problems.
According to the Standing Vice Chairman of the City People's Committee Ho Ky Minh, in order to disburse funds as planned, agencies, units and localities need to sit together to review and identify groups of difficulties and obstacles in order to have effective implementation solutions. Regarding difficulties in site clearance, how many projects are stuck, where the problems are, there must be a direction to handle them immediately, on the basis of decentralization and delegation of authority to handle them thoroughly. Regarding difficulties related to investment procedures, agencies, units and localities should proactively synthesize and report to the city leaders for solutions.
According to the Standing Vice Chairman of the City People's Committee, currently, some wards and communes are large in scale, have high budget revenue, and are capable of supporting regional project management boards (such as Ngu Hanh Son, equivalent to a district in the past, with an annual budget revenue of more than 1,000 billion VND), so they should be assigned and decentralized to the ward for management to reduce the burden on the higher-level project management boards.
Chairman of the City People's Committee Pham Duc An directed that, regarding difficulties in disbursing public investment capital, agencies and units must report to the city leaders for timely resolution. With the functions and tasks of departments and branches, relevant documents should be processed within 1-2 days, not prolonged. To implement effectively and practically, it is necessary to avoid situations of fear of collision, fear of contact, fear of reporting to leaders.
Regarding the issue of construction materials, the Chairman of the City People's Committee said that it is impossible to allow the situation where the mine owner receives the materials but does not exploit them, causing scarcity and raising the price of materials. This situation must be resolved completely; if not exploited, the materials will be reclaimed. Regarding the issue of regulations on site clearance before merging into provinces, it is necessary to review and speed up the procedures to issue new, unified regulations.
