Comments on draft documents of the 14th Congress: Creating 'dual values,' preserving cultural identity

The collection of opinions on the draft documents of the Congress is being widely implemented among cadres, party members and people, demonstrating the spirit of democracy, innovation, science, openness, transparency, and crystallization of the wisdom of the entire Party and people before a political event of special importance to the whole country.

In Hung Yen , cadres, party members and people agreed and highly appreciated the draft documents which were carefully prepared, tightly structured, highly generalised, and closely linked theory and practice.

In particular, many innovative and breakthrough viewpoints demonstrate the Party's strategic thinking and vision in the new period with the aspiration to bring the country to a breakthrough in development.

Building a civilized Party is an inevitable requirement.

Through studying the draft documents of the 14th National Congress and comparisons and conclusions from previous Party Congresses, Mr. Vu Hong Thai, former Standing Deputy Secretary of the Thai Binh City Party Committee (now Hung Yen province) assessed that the draft documents of the 14th National Congress were prepared very carefully and seriously, with many innovations in structure and content, especially in evaluating Party building work and summarizing the theory of 40 years of innovation.

This preparation is of special importance, laying the foundation for a new term, orienting the country's long-term development with strategic, comprehensive and profound thinking. In particular, the highlight is the innovative methodology, integrating three reports including the political report, the socio-economic report and the report on Party building and implementation of the Party's charter into a single political report, creating neatness and unity while still ensuring comprehensiveness.

Among the 18 new issues raised in the draft documents, Mr. Vu Hong Thai was most impressed with the viewpoint on the Party building policy with the content stated in the draft Political Report "Strengthening the building, rectification, and self-renewal so that our Party is truly ethical and civilized." This is new content, the first time the policy of building a civilized Party has been identified as a strategic task, demonstrating the inheritance of theoretical ideology, deeply imbued with President Ho Chi Minh's viewpoint "Our Party is ethical and civilized" along with the reality and development requirements in the current period.

According to Mr. Vu Hong Thai, in recent times, with the highest political determination and the spirit of "self-reflection, self-correction, criticism and self-criticism," "no forbidden areas, no exceptions," the work of Party building and rectification has been promoted comprehensively, synchronously and drastically, achieving many important results. Corruption and negativity have been prevented and pushed back; contributing to improving the Party's capacity and fighting strength, consolidating people's trust in the Party.

In particular, the revolution of streamlining the apparatus towards "efficiency, effectiveness and efficiency" has been carried out drastically and synchronously in the past time with the spirit of "running while lining up" is a very high political determination of the Party, demonstrating the innovation of leadership methods, improving the capacity and fighting strength of the Party, at the same time creating a solid motivation and premise for our Party to continue to build the Party, build an increasingly ethical and civilized organization, apparatus and cadres.

Mr. Vu Hong Thai said that building an ethical and civilized Party with a large scope and broad connotation is difficult but cannot be avoided and cannot be delayed because this is an inevitable requirement of development and practical movement. In particular, the core foundation is to firmly maintain the ideological foundation, at the same time innovate thinking and appropriate leadership methods; promote democracy, closely connect with the people and build a Party culture based on integrity, setting an example and responsibility.

Along with that, special attention is paid to Party rectification, power control, fighting individualism, preventing corruption, negativity, and waste; promoting the building of a team of "both red and professional," modern and integrated cadres.

Culture - "soft power" in the new development vision

Cultural researcher Nguyen Thanh, a 60-year Party member and former Director of the Department of Culture and Information of Thai Binh province (now the Department of Culture, Sports and Tourism) highly appreciated the democratic, scientific, comprehensive and general nature of the draft documents of the 14th National Party Congress.

He said that a key point in the long-term ideology and strategy clearly established in the draft document is: Culture and people are the foundation, resources, endogenous strength and a great driving force, a regulatory system for sustainable social development; building and developing an advanced Vietnamese culture, imbued with national identity, synchronous on the basis of the national value system, cultural value system, family value system and Vietnamese human standards. This is not only the inheritance of the viewpoint that "culture is the spiritual foundation of society" but also a step forward in awareness and action in the period of deep integration of the country.

According to Mr. Nguyen Thanh, culture is not only heritage and tradition but also a source of creativity, attractiveness and spreading ability of the country. An advanced culture, imbued with national identity, is the "brand" of Vietnam in the era of globalization. By affirming culture as soft power, our Party has elevated culture from a fundamental position to a driving force for national development.

To realize that viewpoint, according to cultural researcher Nguyen Thanh, it is necessary to implement specific action programs such as: continuing to improve mechanisms and policies, creating a favorable legal corridor for creative activities, cultural exchange and integration; considering investment in culture as investment for sustainable development, especially promoting the role of cultural industry in the national economic structure, and even focusing on investment as a resource and spearhead economy.

With the concept of “heritage economy” being mentioned for the first time in the Party Congress Documents, Mr. Nguyen Thanh said that this is a very innovative viewpoint of our Party, demonstrating the connection between heritage conservation and economic development as a special resource. However, for heritage to truly become a sustainable development resource is a long way with innovation in awareness and at the same time perfecting the mechanism and policy framework.

Heritage is not considered as a "framed treasure" but as a living asset, closely linked to contemporary life with specific strategies such as digital transformation in the heritage sector, digitizing documents, artifacts, and heritage spaces to serve education, research, and promotion in the digital environment.

Each region and locality can build a unique heritage economic model, based on indigenous cultural advantages such as heritage tourism, traditional craft villages, OCOP products associated with cultural values, thereby creating "dual values," both creating livelihoods for people and contributing to preserving Vietnamese cultural identity in modern society./.
