
According to the decision, the above area belongs to the land that has completed site clearance, determined in the detailed planning map at a scale of 1/500 prepared by the Hanoi Institute of Construction Planning, approved by the City People's Committee in Decision No. 3768/QD-UBND dated August 6, 2015. The land lease term is 50 years, the form of land lease by the State is to collect land rent once for the entire lease term. The land lease is not through auction of land use rights, nor is there any bidding to select investors.
The Soc Son Cultural Tourism Area III project is oriented as a public area and tourist village, aiming to promote the ecological, cultural and tourism potential of the Soc mountain area, creating a space for relaxation, entertainment, and recreation, while promoting the socio -economic development of the northern region of the capital. The project was granted Investment Certificate No. 01121000947 in 2011 and has undergone many planning adjustments to suit the city's sustainable tourism development orientation.
The City People's Committee assigned the Hanoi Sports and Entertainment Services Investment Joint Stock Company to coordinate with relevant departments and branches to complete financial procedures, investment and project implementation. Specifically, the enterprise is responsible for contacting the Department of Finance to adjust the investment policy, determine land prices for land rental; coordinate with the Department of Agriculture and Environment to pay additional money for lost rice-growing land or increase the efficiency of rice-growing land use; perform financial obligations at the Tax Department and pay land rental through the State Treasury of Region I.
At the same time, after completing financial obligations, investors will be handed over land on the map and in the field, and guided to issue certificates of land use rights and ownership of assets attached to the land according to regulations. The project must also ensure that it does not affect the internal irrigation system, the area of protective forest land and adjacent rice land, and strictly comply with regulations on environmental protection and fire prevention and fighting.
The City People's Committee requests the investor to coordinate with the People's Committee of Soc Son commune to urgently complete the site clearance work for the remaining area of the project (about 10.97 hectares) to submit to the competent authority for consideration and decision on land allocation in the second phase. The project implementation must comply with the committed schedule; if the land use progress is delayed by 24 months or the land is not put into use for 12 consecutive months from the handover date, the investor will have the land revoked without compensation for the land and assets attached to the land.
This land lease marks an important step in the implementation of the Soc Son Cultural Tourism Area project, paving the way for the formation of a tourism - resort - cultural complex associated with the conservation of ecological landscapes, contributing to the goal of developing tourism into a key economic sector of Hanoi city in the period 2025-2030.
