Dak Lak urgently deploys work to prevent and combat storm No. 13

With the forecast that Dak Lak province will be one of the areas directly affected by storm No. 13 from November 6, the provincial Military Command has urgently deployed many storm prevention and control measures.

According to Colonel Nie Ta, Commander of the Dak Lak Provincial Military Command, storm No. 13 - Kalmaegi, is forecast to have a strong intensity of over level 12, a complex movement direction and the ability to directly affect the Central Central region, including Dak Lak province, especially the eastern direction of the province.

Faced with that situation, the Provincial Military Command consulted the Dak Lak Provincial Civil Defense Command on the afternoon of November 3, 2025; coordinated with the Provincial Police, military units stationed in the area and outside the area to be ready to mobilize forces, means, and specialized equipment to promptly handle the situation.

At the same time, develop specific plans and strategies for affiliated agencies and units to strictly maintain combat readiness, natural disaster prevention and control, and search and rescue; focusing on tasks of firmly grasping the storm's developments; organizing forces to closely monitor the base, review vulnerable areas, areas at risk of landslides, areas with frequent flash floods, inundation; especially in the Eastern region.

The Dak Lak Provincial Military Command has also directed the Defense Command of Area 1 - Song Cau, Area 6 - Tuy Hoa, Regiment 888 and the Provincial Border Guard Command to proactively coordinate with local authorities, Commune Military Commands, departments, branches and organizations to survey, grasp the situation and develop specific plans in areas at risk of direct impact such as Binh Kien, Tuy Hoa, Phu Yen, Hoa Hiep, Song Cau wards and Hoa Xuan commune; focus on reviewing dam systems, dikes, bridges and culverts... the flood discharge situation of hydroelectric plants in the area; notify owners of ships and boats operating at sea to grasp the storm's developments and proactively seek safe shelters.

With the spirit of "proactive - urgent - safe - effective", the Dak Lak Provincial Military Command directly inspected the mobilization of forces, means and equipment for flood and storm prevention and control in many localities and units, requiring strict maintenance of command, on-duty and combat duty; with the motto "4 on-site", ready to mobilize forces and means to respond to emergency situations of incidents, natural disasters and search and rescue to minimize damage to people and property.

At the same time, deploy measures to ensure food and food reserves, maintain smooth communication in all situations; with a proactive spirit, be ready to mobilize forces and means to respond to storm No. 13 to ensure safety and complete tasks well.

As of 10:00 a.m. on November 5, agencies and units strictly maintained 100% of their military personnel on duty at agencies and units; maintained on-duty and command duty, closely monitored the storm's developments; proactively reviewed and consolidated housing, barracks, warehouses, and communication systems; fully prepared vehicles, materials, food, and medicine, and were ready to mobilize when ordered, ensuring absolute safety for people and equipment.

In Da Nang city, continuously from 4 pm to 4 pm on November 6, all four large hydroelectric reservoirs in the old Quang Nam province, including Song Tranh 2, A Vuong, Dak Mi 4 and Song Bung 4, simultaneously announced to operate and regulate, lowering the lake water level to welcome floods, ensuring safety downstream during storm No. 13.

Specifically, Song Tranh Hydropower Company began to discharge and regulate water downstream with a flow of 300-460 m3/s, bringing the lake water level to 172m. A Vuong Hydropower Plant also discharged 150-400 m3/s. At Song Bung 4 and Dak Mi 4 Hydropower Plants, the discharge was carried out with a flow of 200 - 1,500 m3/s, depending on the amount of water flowing into the lake...
