Hanoi has stopped the investment policy for the N14 and N15 projects on Le Van Luong Street.

A series of suspended projects, slow implementation, and wrong land use in the city, including projects N14, N15, Le Van Luong street and projects No. 48 Tran Duy Hung, No. 216 Tran Duy Hung in Trung Hoa ward, have been cleared for many years but have not been implemented.

Hanoi voters requested Hanoi City to strengthen direction, control progress, and implement the direction of the Party Secretary on resolutely reclaiming these projects. In response to the above opinion, Hanoi City People's Committee has responded in a written report to voters.

Firstly, for the land plot No. 48 Tran Duy Hung, the City People's Committee allowed TASCO Joint Stock Company to organize the construction project of housing projects according to the planning for business exploitation to create a balanced source of revenue for the BT project to build a road from Le Duc Tho Street to Xuan Phuong New Urban Area (the end point intersecting with Road 70) and decided on the investment policy for the project to build an Office Building and Apartment at No. 48 Tran Duy Hung in Decision No. 4314 dated August 28, 2015 with a land area for planning research of about 2,809 m2.

Currently, the payment and settlement of the BT Project is being implemented by TASCO and the contract management agency (Nam Tu Liem District People's Committee). The City People's Committee is continuing to urge investors and contract management agencies to speed up the procedures and settlement of the above BT Project, as a basis for implementing the Project at 48 Tran Duy Hung.

Second, Land plot No. 216 Tran Duy Hung Street, Trung Hoa Ward, Cau Giay District with an area of ​​about 2,368m2 (Area A) is managed and used by Hoa Phuong Thang Long Company Limited according to the Land Use Rights Certificate issued by the Department of Natural Resources, Environment and Housing on April 5, 2004, for the purpose of building an Office and a Product Introduction Center.

The City People's Committee approved the 1/500 scale detailed planning in Decision 1735 dated April 14, 2011, according to which the land has the function of office and product introduction. Up to now, the project has not been implemented. The City People's Committee has assigned the Department of Natural Resources and Environment to review, inspect, and examine the compliance with land law and propose handling according to regulations.

Third, for plots N14 and N15 of Le Van Luong Street, the total area is 12,560.6 m2. The City People's Committee issued Decision No. 4376 dated August 11, 2016 approving the investment policy of the mixed-use public service and housing construction investment project, in which the investor is Louis Investment and Trade Joint Stock Company. The legal representative of Louis Company is Mr. Le Van Vong, Chairman of La Vong Group.

During the process of site clearance, there were complaints. Based on the report of the City Inspectorate on the consideration of the complaints, the City People's Committee issued a directive in Notice No. 99 dated February 5, 2020 on stopping the implementation of the project investment policy decision.

Regarding handling existing issues of the project, the City People's Committee has assigned the Departments and branches to review current regulations to advise and propose .
