Hanoi proposes to collect fees for taking care of students outside of school hours: 12,000 VND/60 minutes

The draft resolution on revenue and expenditure levels for services serving and supporting educational activities from the 2025-2026 school year allows public kindergartens and general schools in Hanoi to organize student care outside of regular school hours with a maximum fee of 12,000 VND/60 minutes.

The Hanoi People's Committee is seeking comments on the Draft Resolution regulating the list of revenues and collection levels, and the mechanism for managing revenues and expenditures for services serving and supporting educational and training activities for public preschool and general education institutions (excluding high-quality public educational institutions) of Hanoi from the 2025-2026 school year.

The draft stipulates the list of revenues and collection levels, the mechanism for managing revenues and expenditures for services serving and supporting educational and training activities for public preschool and general education institutions in Hanoi. High-quality public schools have separate regulations.

Compared to current regulations, the draft resolution keeps most of the fees unchanged. However, the service of studying 2 sessions/day for junior high school level and the service of educational activities outside of regular school hours, and additional training in cultural subjects have been removed.

The reason is that from the 2025-2026 school year, schools are not allowed to collect extra tuition fees according to Circular 29 of the Ministry of Education and Training, and at the same time, junior high and high schools with sufficient facilities must implement 2 sessions/day according to Directive 17 of the Government .

The draft shows that after-school care and nurturing services according to current regulations are replaced by after-school childcare and student care services (including care services before and after school hours, excluding meal expenses).

This regulation will allow public kindergartens and primary schools to organize after-hours childcare for students with a maximum charge of VND12,000/60 minutes.

The remaining revenues remain at the ceiling level, such as boarding care fees of 235,000 VND/month; equipment fees for boarding at primary and secondary levels are 133,000 VND/year, kindergartens are 200,000 VND/year, drinking water is 16,000 VND/month, bus fees for picking up and dropping off students are 10,000 VND/km...

Based on this ceiling, schools establish revenue and expenditure levels, then reach a written agreement with parents on a voluntary basis, with the consensus of the school's Board of Directors and the superior management agency (People's Committee of the ward, commune or Department of Education and Training according to the management hierarchy) before promulgation.

In case the difference between revenue and expenditure is smaller, the school must calculate to compensate for the shortfall with legal funding sources; the state budget will not provide compensation.

In case of online learning, schools are not allowed to collect fees for the above services.

Another notable point is that this draft resolution does not stipulate the collection rates for services such as: technology services, digital learning; school health services; psychological counseling services, career guidance, career guidance experiences; library services...

The above services are on the list of services serving and supporting educational activities according to Decree 238 of the Government issued on September 3, 2025.
