Hanoi strengthens international cooperation in science, technology and innovation

Implementing the major policies of the Central and City Party Committee on international integration, Hanoi has promoted cooperation with many global partners in the fields of science, technology and innovation. Activities over the past year have contributed to expanding the connection network, attracting technological knowledge resources and improving the competitiveness of the capital in the new development stage.

Being proactive in international cooperation has opened up new opportunities for Hanoi to access advanced technology.

Under the direction of the City Party Committee, agencies and units have developed comprehensive international cooperation programs and plans with cities, territories, multinational corporations and international organizations with leading scientific and technological qualifications.

The focus of cooperation is to learn from experience, selectively absorb advanced technologies, promote technological diplomacy , expand access to international experts and attract financial and intellectual resources, thereby improving the capital's autonomy and ensuring technological security.

Implementing Plan No. 334-KH/TU on foreign affairs in 2025, the City has expanded connections with many prestigious international research and consulting organizations. Deepening scientific and technological cooperation is identified as the focus, along with promoting the innovative startup ecosystem, training high-quality human resources and strongly participating in the global innovation network, contributing to making Hanoi become the innovation center of the Northern region and the whole country.

In addition, the City has implemented Plan No. 356-KH/TU of the City Party Committee and Plan No. 239/KH-UBND of the City People's Committee to implement Resolution No. 59-NQ/TW on international integration in the new situation. These plans clearly define the orientation and solutions to strengthen integration in the field of science, technology and innovation, towards modernizing the Capital in a sustainable and autonomous direction.

In recent times, many important international cooperation activities have been implemented. Notably, Project No. 19/DA-UBND on organizing a working delegation in Korea has opened up opportunities to promote cooperation in high technology, digital transformation, smart cities and clean technology. The program has created conditions for the City to access the model of high-tech centers, smart urban areas and lessons on digital governance from Korea.

On March 6, 2025, the People's Committee of the City and the Government of Saint Petersburg City (Russian Federation) signed a Cooperation Agreement in the fields of trade - economy, science - technology and society. The Agreement contributes to expanding friendly relations, promoting expert exchange, research cooperation and technology transfer between the two localities.

Then, on September 5, 2025, Hanoi and the United Nations Development Programme (UNDP) signed a Memorandum of Understanding on cooperation in piloting innovative initiatives in public governance, clean energy, sustainable transport, disaster risk management and green economy. This is an important step to realize the Sustainable Development Goals (SDGs), improve people's quality of life and affirm Hanoi's pioneering role in building a smart urban model and green growth.

Being proactive in international cooperation has opened up new opportunities for Hanoi to access advanced technology, modern management models and global knowledge resources. This is a key factor for the capital to accelerate innovation, develop digital infrastructure, improve competitiveness and realize the goal of becoming a leading center of innovation, science and technology in the Northern region and the whole country.
