
According to the Hanoi Department of Industry and Trade, the Ministry of Industry and Trade has decentralized 47/87 tasks, accounting for 54% of the import and export management tasks at the Ministry of Industry and Trade to localities. Of these, there are 36 administrative procedures related to the origin of goods and 22 other administrative procedures such as temporary import for re-export, temporary export for re-import, transit of goods, goods related to national defense and security, etc.
The volume of decentralized tasks in the field of import and export is very large, which both opens up opportunities and poses significant challenges for localities, including Hanoi city.
To carry out the decentralized tasks, the Hanoi People's Committee authorized the Hanoi Department of Industry and Trade to handle 37 administrative procedures in the field of import and export, including: 36 administrative procedures for granting C/O and approval documents for traders to self-certify origin; 1 administrative procedure for granting export certificates for textile and garment shipments exported to Mexico.
Specifically, 2 Forms (VI, VC) issued from October 2025; 26 Forms issued from November 2025. All 36 Forms issued from December 2025.
Due to the large volume of C/O documents, when decentralized and delegated to localities, businesses can have procedures resolved on the spot, making it convenient to close orders, sign contracts, deliver goods on schedule and take timely advantage of incentives from FTAs.
Director of the Hanoi Department of Industry and Trade Vo Nguyen Phong said that in order to promote import and export activities of Hanoi city in the coming time, the Department of Industry and Trade will focus on solutions to support businesses in saving time and costs, including reforming administrative procedures, digitizing the process of granting C/O, proactively upgrading information technology infrastructure and equipment systems.
The Department also supports businesses in taking advantage of FTAs, thereby improving Hanoi's FTA Index; promoting trade to diversify markets by region and by preferential FTA groups; connecting businesses with banking, credit and logistics systems to reduce input costs...
