(Dan Tri Newspaper) - The Hanoi People's Committee has just assigned the task of rearranging and handling public houses and land in the city.
The Hanoi People's Committee has recently issued Official Document No. 948 assigning tasks for the rearrangement and handling of houses and land in the city in accordance with the regulations of Government Decree No. 03.
The city has assigned tasks to agencies, organizations, and units to reorganize and handle houses and land under its management.
For properties and land owned by agencies, organizations, and units under the direct control of the Department, Board, and branches of the city (including properties and land located in other provinces and cities), a declaration report and proposed plan for the arrangement and handling of properties and land must be prepared in accordance with regulations, accompanied by relevant documents and records, and then submitted to the Department of Finance.
Based on the declaration reports, proposals, summaries, and results of the current status inspection, the Department of Finance drafts a plan for rearranging and handling houses and land according to the prescribed form, along with the documents provided by the units. Relevant agencies and units advise and report to the City People's Committee, through the Department of Finance, on the proposed rearrangement and handling methods for each house and land property.

According to the requirements of the Hanoi People's Committee, within a maximum of 10 days from the date of receiving the document from the Department of Finance, the relevant units must send a document to the Department for compilation. In cases where the restructuring and handling plan involves 10 or more properties, the deadline for sending the document to the Department of Finance may be extended, but not exceeding 20 days.
If the aforementioned deadline is exceeded and the relevant agencies and units have not yet submitted documents, the Department of Finance shall prepare a plan for rearranging and handling the houses and land, and report it to the City People's Committee, clearly stating the process of consultation and reporting by the relevant agencies and units.
In this case, the relevant agencies and units are legally responsible for matters within their functions, duties, and management responsibilities if the approved plan for rearranging and handling houses and land is not in accordance with the law.
For properties and land owned by agencies, organizations, and units within districts, counties, and towns, including properties and land located in other provinces and cities, the Hanoi People's Committee directs these units to prepare declaration reports and propose plans for rearranging and handling the properties and land, submitting them to the People's Committees of the respective districts, counties, and towns. If necessary, the People's Committees of the districts, counties, and towns shall conduct inspections of the current status of the properties and land, and simultaneously seek opinions from relevant agencies.
Subsequently, the People's Committees of the localities shall prepare and adjust the plan for rearranging and handling houses and land, and submit it to the Department of Finance. If the approval method is to transfer to local management and handling, it must include a proposal to assign the task of receiving the houses and land to agencies under the district or commune level.
Based on the plans prepared by the People's Committees of districts, counties, and towns, the Department of Finance will compile and report to the Hanoi City People's Committee for consideration and approval, or report to the competent authority for approval as prescribed.
Regarding the properties and land of Ministries, central agencies, and other local authorities within the city, relevant units are responsible for coordinating with the lead agency to inspect the current status of these properties during the inspection process. The maximum time limit is 7 days from the date of receiving the assignment document from the City People's Committee.
The Hanoi People's Committee also emphasized the need to develop plans for rearranging and handling vacant, unused, or inefficiently used properties and land to quickly bring public assets into effective use and avoid waste.
