On the morning of September 29, a major event took place in the mountainous district of Da Bac: the groundbreaking ceremony of the Hoa Binh - Moc Chau expressway through Hoa Binh province. This is the biggest "road opening day" ever in the homeland of Da Bac as well as Hoa Binh province.
Machinery and vehicles gathered to construct package XL-01 from Km19+000 - Km40+750.
On Provincial Road 433 - the main road of the mountainous district of Da Bac, there are welcome banners starting from Da Bac town. Arriving at Cao Son commune, flags are flying, signs are showing the way and functional forces are guiding the delegations to the area where the groundbreaking ceremony will take place. Not far from the center of Cao Son commune is Xeo hamlet - the place where the groundbreaking ceremony of the largest traffic project ever in Hoa Binh province will be held, promising to open up a new development space for the entire Northwest region.
At 7 o'clock, the groundbreaking ceremony area, which covered an area of about 5,000 square meters, was quite crowded. In addition to the authorities and contractors, many people eagerly came here, hoping to directly witness the groundbreaking ceremony of this important project. Among the crowd was the small figure, hunched back and slow steps of Mrs. Quach Thi In. Mrs. In is 80 years old this year, living in Tay Mang sub-area, Da Bac town, more than 10 km from Cao Son commune, but she still insisted on going with her granddaughter here, because to her, the groundbreaking ceremony of the expressway was very meaningful.
Mrs. In said: Born and raised in the Da Bac highlands, my generation is familiar with the rocky roads that go through forests and mountains and are associated with the hardships of the highlanders. We have never known what a highway is. Now, hearing that a highway is being built in my hometown, I am very excited and cannot help but participate...
Mr. Nguyen Van Dong's house is located near the groundbreaking ceremony site. His family has agreed to hand over over 1,400 square meters of agricultural land to contribute to the implementation of the large project. Over the past time, thanks to the mobilization and propaganda of the local Party Committee and government, his family has understood the significance of the project, and from there agreed to hand over the land. Present at the groundbreaking ceremony, Mr. Dong hoped that the project would be implemented on schedule, opening up a bright future for the rural areas that the road passes through, including his hometown Cao Son commune.
On the morning of September 29, right next to the Monument of the Giang Xeo Revolutionary Base, the groundbreaking ceremony of the Hoa Binh - Moc Chau expressway (section from Km19+000 - Km53+000 in Hoa Binh province) was solemnly held, marking a remarkable milestone in the infrastructure development of the Northwest region in general, and Hoa Binh province in particular. Present at the groundbreaking ceremony were senior leaders of the State, ministries, and central branches; representatives of provincial and district departments and branches, as well as hundreds of local people, old and young, men, women and many children. The jubilant atmosphere showed the special attraction of the event, demonstrating the consensus of the people on the policies of the Party and State. The people here expect that the Hoa Binh - Moc Chau expressway will open up a bright and spacious future like the road that will soon be shaped in the Northwest highlands.
Giving the order to start the construction of the key project of strategic significance and the first expressway to be built in Hoa Binh province, Comrade Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: The investment in the construction of the Hoa Binh - Moc Chau expressway will contribute to attracting investment in the localities where the route passes through, with the highlight being the Hoa Son bridge designed and built across Hoa Binh lake. This location is in the planning of the Hoa Binh Lake National Tourist Area - a key tourist area of the Northern midland and mountainous region, and is also a key economic and tourism development area of Hoa Binh province...
The Hoa Binh - Moc Chau Expressway Project is a key project of the Transport sector, the first expressway to be built in Hoa Binh province and also the largest transport project ever implemented by the province. The expressway is of great significance, breaking the monopoly of National Highway 6 connecting Hanoi through Hoa Binh province to Son La province and the Northwestern provinces; helping to reduce traffic congestion, remove bottlenecks, improve the capacity of regional transport infrastructure, and at the same time create a driving force to attract investment for economic development. From there, it promises to contribute effectively to expanding the development space for the Northwestern provinces.
Immediately after the groundbreaking ceremony, the contractor will start construction of the section Km19+000 - Km40+750 with "great effort, high determination, and drastic action" as directed by Prime Minister Pham Minh Chinh at the groundbreaking ceremony. On the morning of September 29, the sun flooded the Da Bac highlands, lighting up the belief in a good road in the future for Hoa Binh and the Northwestern provinces. A wide open road, a bright future, that is the belief that was lit up on the "road opening day" of the Hoa Binh - Moc Chau expressway.
