The land area of Mrs. Hua Thi Van's family in Mai Dao 3 village, Thuong Ha commune, Bao Yen district has been cultivated and produced for more than 30 years. The family has also been granted a land use right certificate. However, about 6,000 m2 of cinnamon land of the family belongs to the protected forest land. "I was very surprised to know that 6,000 m2 of the family's land belongs to the protected forest land, this is the land left by our ancestors. I really hope that this land will be handed over to my family," said Mrs. Van.
Mr. Ly Van Phuong, Head of Mai Dao 3 Village, added: "The land has not been clearly defined due to difficulties in disputes between households, as well as the Management Board. One household encroaches on another, causing boundary disputes between households on the Management Board's land."
Part of the long-term cultivated land of Ms. Hua Thi Van's family belongs to protective forest land.
According to statistics, Bao Yen has more than 4,000 hectares of forestry land with overlapping ownership. Implementing Project 86, the district has established boundary records for the District Protection Forest Management Board; established boundary records for forest land managed by the People's Committee at the commune level and residential communities; and measured and drew cadastral maps of the land to return to the locality.
Mr. Ngo Dinh Binh, Deputy Head of the Bao Yen District Forest Protection Management Board, said: "Our view is that all areas that overlap with the people will be returned to the locality for local management. For the encroached areas, those in low-lying areas, near residential areas that are fragmented, we also propose to return them to the locality for management. We will manage the concentrated areas in the high-altitude areas."
Mrs. Van's family wants to have the land returned.
To date, Bao Yen has basically completed field measurements and installed more than 1,600 boundary markers. From now until the end of the year, the district will focus on verifying the origin of the land returned to the locality, as a basis for developing a land use plan and issuing land use right certificates, striving to complete Project 86 in 2024.
