| Binh Dien has determined that people are the key to driving rapid and sustainable local development. |
The potential for development is vast.
After the merger of three communes, Huong Binh, Binh Tien, and Binh Thanh, the new Binh Dien commune has an area of 266.84 km² and a population of over 15,000; this expands the local development potential and creates a connected and integrated socio -economic space.
Specifically, the 32-hectare Binh Thanh industrial cluster, once operational, will open up opportunities for the development of small-scale industries, especially in the processing of timber from planted forests, which are abundant locally. The 90-hectare golf course tourism area, partly located in Binh Dien, promises to boost high-end services. The rich agricultural and forestry resources – from rubber, fruit trees, and medicinal plants – combined with the potential for aquaculture in the hydroelectric reservoir, will create opportunities for the formation of a closed-loop agricultural -processing-tourism value chain.
National Highway 49 runs through the center, connecting the border crossing to Laos and the communes of A Luoi with Hue City, forming the "backbone" of transportation. The presence of streams, hydroelectric reservoirs, mountainous landscapes interspersed with orchards... in the area creates an ideal ecological picture for developing experiential tourism .

During the period 2021-2025, Binh Dien commune's economy achieved a high growth rate, averaging approximately 13.5%. To date, agriculture continues to develop positively (876 hectares of rubber plantations, with an average income of 70 million VND/hectare/year; 3,533.5 hectares of production forests, with an average income of 15-20 million VND/hectare/year; 160 hectares of fruit trees, with an average income of 50-60 million VND/hectare/year); service sectors have developed quite diversely; and infrastructure has been upgraded. Total social investment over the five years is estimated at 820.8 billion VND. By 2025, average income is expected to reach 50 million VND/person/year.
Binh Dien Eco-City: A "Brand" Eco-Town
Based on these existing potentials and advantages, Binh Dien aims to become a distinctive ecological and scenic urban area of Hue by 2030, with a vision for 2035, striving for rapid and sustainable development. “Binh Dien takes natural landscapes as its core, harmoniously combining them with the development of distinctive tourism and services. Priority is given to preserving and promoting the value of the forest ecosystem, rivers, streams, lakes, and dams; developing environmentally friendly tourism infrastructure; and focusing on accelerating the shift in economic structure towards ‘Services - Industry, small-scale handicrafts - Agriculture’ linked to innovation in the growth model,” said Mr. Tran Xuan Anh, Chairman of the People's Committee of the commune.

Leveraging its potential in terms of space and culture, Binh Dien will develop ecotourism services including natural tourism (developing trekking and hiking routes through forests, exploring flora and fauna; experiencing rivers, lakes, waterfalls, and streams); agricultural ecotourism (developing orchards of pomelo, grapefruit, oranges, pineapples, strawberries, and models of growing vegetables and flowers... combined with experiencing the cultivation and harvesting process); and community tourism to learn about the traditional culture of ethnic minorities.
Based on the planning, Binh Dien will create a multi-purpose land fund to develop high-quality service types such as homestays (affordable accommodation), glamping (romantic camping), farmstays (farm-based resorts), etc. It will encourage and attract investment to establish several high-quality beverage and food service points; develop specialized areas for cultivating valuable fruit trees, farms and livestock breeding facilities; and aquaculture in hydroelectric reservoirs.

“Using the Huu Trach River, the Binh Dien and Huong Dien hydroelectric reservoirs as the ‘axis,’ Binh Dien will plan a riverside urban area with architecture harmonizing with the landscape, allocating large areas to public spaces: pedestrian walkways, bicycle paths, and green parks – the ‘lungs’ of the region. Agricultural areas will be transformed into ‘agricultural parks’ combined with experiential tourism.”
Regarding architecture, priority will be given to environmentally friendly buildings and materials, emphasizing the preservation of local culture (such as the Pa Hy ethnic folk song club), integrating with resort services, and forming a harmonious development model between economy and ecology. Binh Dien Market will become the main agricultural product market in the western part of Hue City,” Mr. Tran Xuan Anh informed.
Breakthrough solution
According to Mr. Le Nhat Minh, Secretary of the Party Committee of Binh Dien commune, in the process of realizing the goal of developing Binh Dien into an ecological urban area with the distinctive landscape of Hue City, the locality has identified people as the key factor.
Based on this spirit, Binh Dien is determined to build a team of cadres with "six dares": "Dare to think, dare to speak, dare to act, dare to innovate, dare to confront difficulties and challenges, and be decisive in action for the common good," as well as maintaining internal unity, considering strengthening the political system and the consensus of the people as prerequisites.

From these determinations, it is clear that building Binh Dien into an ecological city is not just a plan "on paper," but a commitment and determination of the government to the people to create a green, safe, and culturally rich living space. The next 5 or 10 years are merely timelines; what matters is that Binh Dien has a clear vision and feasible solutions.
Binh Dien is urgently reviewing and adjusting its planning, actively attracting investment in tourism and service infrastructure, developing a connecting transportation system, and implementing a rural road concreting program. Land clearance for strategic projects is being carried out simultaneously with the development of diverse tourism products: from trekking, hiking, exploring rivers, streams, waterfalls, and lakes, to eco-tourism, homestays, glamping, and farmstays. Destinations such as Khe Day, Gee Garden, Ami Garden, the streams, and the community tourism area in Hamlet 2… will be planned as distinctive tourism products, harmoniously blending local culture and natural beauty.
“Developing Binh Dien towards an ecological urban area with the distinctive landscape of Hue City is not simply about economic development; it is also a responsibility to preserve the environment, culture, and future for generations to come. That is the reason and the driving force for the Party Committee, the government, and the people of the commune to work together to build Binh Dien into one of the model ecological urban areas not only of Hue City,” Mr. Le Nhat Minh affirmed.
