3 months of gathering 522 homeless and beggars

On March 29, the Department of Labor, War Invalids and Social Affairs of Ho Chi Minh City held a conference to review the month of March and the first 3 months of 2024.

In the first 3 months of the year, the Department completed 8/25 program and plan contents submitted to the Ho Chi Minh City People's Committee (reaching 32% of the annual plan), with no overdue contents and implemented 8/30 contents of the Department's work program (reaching 26.66% of the annual plan).

Security and order, fire prevention and fighting at drug rehabilitation facilities and social facilities are ensured. Administrative reform and digital transformation programs continue to be focused on and implemented throughout.

Besides, Mr. Le Van Thinh assessed that the labor market in the first months of 2024 has many positive points compared to the quarters in 2023, the number of underemployed and unemployed workers has decreased.

Mr. Thinh emphasized the efforts of drug rehabilitation centers in trying to receive and organize drug rehabilitation when the number of drug addicts is increasing very high. According to Mr. Thinh, the city is making efforts to send drug addicts to centralized drug rehabilitation, not letting them detox in the community, contributing to ensuring security and order in the locality.

Currently, the total number of drug addicts undergoing centralized rehabilitation at 15 facilities is 13,347 people, an increase of 84.2% over the same period in 2023.

The Director of the Department of Labor, Invalids and Social Affairs also affirmed the efforts of the local Department of Labor, Invalids and Social Affairs in coordinating well with relevant agencies to effectively carry out the work of gathering children and homeless beggars during the Lunar New Year.

Ms. Nguyen Thanh Phung, Head of the Department of Social Protection of the Department of Labor, Invalids and Social Affairs, said: "In the first quarter of 2024, districts have concentrated and transferred 522 cases to protection centers, double the number compared to the first quarter of 2023, showing the efforts of local working groups. The peak period was from December 5, 2023 to January 4, 2024, with more than 200 people concentrated."

Avoid the situation of "kidnapping and abandoning the plate"

Sharing at the conference, Mr. Tran Duc Tai, Deputy Head of the Department of Labor, Invalids and Social Affairs of Tan Binh District, said: "It is expected that in 2024, the department will coordinate with neighboring localities to handle the situation in neighboring areas, avoiding the situation of chasing, subjects running from one locality to another, kidnapping and abandoning the dish".

According to Mr. Tai, currently 15/15 wards in the district have established working groups to carry out this task. Through the review of key areas, it was determined that there are 11 routes where vagrants and beggars often appear.

The Department has advised the District People's Committee to focus on transforming each of the above key routes. The Department has deployed and made records to send 11 people to social protection centers, including 1 child.

However, surprisingly, most of the homeless people have a place of residence in the city. There are even cases where some lottery ticket sellers intentionally sit with homeless people and beggars to take advantage of their charity.

Mr. Tai shared: "At first, the homeless people could not present their papers. But when they were brought to the ward, their families brought their papers to ask for them to go home. After that, they reappeared at the same place, or moved to another place."

Mr. Tran Duc Tai said that the district has repeatedly promoted people to support money and gifts at reputable and legal social charity establishments, but in reality, many people still give money directly to homeless people and beggars, so this situation has not been stopped.

Currently, the Department of Information and Communications has directed the 1022 hotline to receive information from people and transfer it to the local authorities for resolution. Youth volunteers on duty on the road are also assigned to monitor and detect cases of vagrancy and begging, and immediately report to superiors to gather them at social protection facilities...

Ms. Phung also highly appreciated the measure of linking neighboring localities to ensure operational efficiency, avoiding the situation where if one locality becomes tense, the subjects will run to another locality.

Mr. Le Van Thinh, Director of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City, suggested that the Social Protection Department further study the regulations allowing relatives to sponsor, and if they are not strict, propose how to tighten them appropriately to prevent the situation of homeless people and beggars appearing on the streets.

He said: "Our regulations allow relatives to sponsor people, so they keep asking to leave, which is not sustainable. Sometimes, their relatives are the ones who are herding, profiting, and taking advantage of this regulation."
