Does the principal need permission to teach extra classes?

One of the issues that many people are interested in is whether the principal needs permission to teach more.


Recently, the Ministry of Education and Training issued Circular 29/2024 to replace Circular 17/2012 regulating extra teaching and learning to improve quality and avoid negative issues in the educational environment.

Since the issuance of Circular 29/2024, many people have expressed concern about whether, in addition to teachers, principals need permission to teach extra classes. However, the content of the new circular does not mention whether principals need permission to teach extra classes, but only states the principal's responsibility for extra classes at schools and teachers.

Meanwhile, in Article 5 of the draft Circular on extra teaching and learning that was previously consulted, the Ministry of Education and Training has issued a regulation: teachers (including Vice Principals or deputy heads) receiving salaries from the salary fund of general education institutions or public continuing education institutions who participate in extra teaching outside of school must fully comply with the requirements.

Specifically, the Principal who wants to participate in extra-curricular teaching must report to and receive approval from the Head of the Department of Education and Training (for junior high school level) and the Director of the Department of Education and Training (for high school level).

Teachers and Vice Principals or the deputy of the head who want to teach extra classes must also report to the Principal about the subjects, locations, and times of extra classes and commit to completing assigned tasks without violating the rules and regulations of extra teaching and learning.

Principal's responsibilities

Article 13 of Circular 29/2024 stipulates that the principal is responsible for organizing extra teaching and learning in schools according to the provisions of this Circular and other relevant legal provisions.

At the same time, manage teachers who are teaching at school when participating in extra-curricular teaching outside of school to ensure compliance with regulations; coordinate to monitor and inspect extra-curricular teaching activities outside of school of teachers who are teaching at school.

The principal must be responsible to the direct management agency for the quality of extra teaching and learning in the school; the management and use of funds for organizing extra teaching and learning in the school according to regulations.

Along with that, the principal needs to handle according to authority or recommend competent authorities to handle violations of regulations on extra teaching and learning. Receive and handle opinions, recommendations, and wishes of students and parents about extra teaching and learning before and during the implementation process.
