After nearly 7 years of serving a prison sentence at Prison No. 5, Ministry of Public Security (located in Yen Dinh district), in April 2019, Mr. NVT in Nam Giang commune (Tho Xuan) returned to reunite with his family. In the first days of his return, he always felt inferior and did not dare to go anywhere because he was afraid of being scorned by everyone. However, with the love of his family, especially his wife who always encouraged, shared and comforted him, he was able to overcome his inferiority complex and determined to rebuild his life.
Having experience in raising pigs while still in prison, he discussed with his wife about buying suckling pigs to raise for a while, then selling the breeding pigs to people in need. With his wife's support, the couple went to households specializing in raising breeding sows to buy suckling pigs weighing 4-5kg to raise. Combined with the knowledge he learned through radio and newspapers, his family's suckling pigs grew quickly and were not affected by disease. In addition to raising breeding pigs, his family also raised nearly a dozen pigs for meat. The money from selling breeding pigs and pigs for meat brought the family an income of tens of millions of VND/year. In order to give him more motivation, the Transaction Office of the Social Policy Bank of Tho Xuan district disbursed a support package of 100 million VND for him to develop his economy. Mr. T. shared: “Along with the attention of the Party Committee and the government, I also always receive the attention, love and support of the people living around me. Especially the loan capital from the Social Policy Bank helps my family develop the economy and stabilize our lives.”
Every year, the province has about 2,000 parolees, of which nearly 40% are serving sentences for drug-related crimes, more than 20% are convicted of theft and robbery, and more than 10% are convicted of public disorder and intentional injury. To manage, educate, and help parolees return to their localities, the provincial police coordinate with departments, branches, and sectors, district-level People's Committees, and local police to manage education and help parolees return to the community. Coordinate with the Department of Labor, War Invalids, and Social Affairs (now the Department of Home Affairs), Thanh Hoa City People's Committee, and the districts of Hoang Hoa, Yen Dinh, and Nong Cong to organize forums for legal advice, job referrals, and loan support for nearly 1,500 persons serving criminal sentences in the community and reintegrated persons (THNCĐ) in the province. Thanh Hoa Provincial Police and Thanh Hoa Provincial Branch of the Bank for Social Policies held a signing ceremony of Coordination Program No. 07/CTPH-CAT-NHCSXH on the implementation of Decision No. 22/2023/QD-TTg of the Prime Minister on credit for CHXAPT people in the period of 2024-2028 in Thanh Hoa province.
In addition, propaganda, raising awareness and responsibility of cadres, party members and people about the work of the community-based economy are focused on by Party committees and authorities at all levels to raise awareness and responsibility of agencies, organizations, social organizations and people in the work of community-based economy for the CHXAPT. In particular, focusing on propaganda about the rights and obligations of the CHXAPT; policies to support community-based economy... contributes to raising awareness and responsibility of the political system and people for this work, eliminating prejudice and discrimination against the CHXAPT, paying attention to creating conditions for them to have jobs, stabilize their lives, prevent them from re-offending and violating the law in the locality.
Over the past years, the police force at all levels has done a good job of receiving, managing and educating thousands of CHXAPT people in the THNCĐ community. Up to now, the whole province has 146 THNCĐ models, promoting the role of the entire political system and all classes of people in supporting CHXAPT people to access capital and job opportunities to stabilize their lives. After more than 2 years of implementing the credit policy for CHXAPT people, the Social Policy Bank has lent 483 CHXAPT people with a total amount of nearly 44.2 billion VND (of which the provincial budget capital has been transferred to lend 188 CHXAPT people, with a total amount of 17.6 billion VND), 15 people have paid off their debts and gradually paid off their debts with a total amount of 963 million VND. Up to now, 468 CHXAPT people are still benefiting with a loan amount of nearly 42.8 billion VND. The effectiveness of policy credit capital has helped 483 CHXAPT people go to vocational training, create jobs, develop production and business, and create income for themselves and their families.
Promoting the achieved results, in the coming time, the Provincial Police will continue to do a good job of advising the Party Committee and the Government to organize and implement more effectively the work of supporting the CHXAPT THNCĐ; strengthen the work of inspection and guidance on THNCĐ, focusing on seriously, synchronously and effectively implementing basic investigation work throughout the field of THNCĐ according to the regulations of the Ministry of Public Security. Coordinate with local departments, branches and organizations to promote propaganda work on the Party's guidelines and policies and the State's laws, so that the CHXAPT clearly understand their rights and obligations; at the same time, mobilize people to actively participate in the work of management, education and assistance for the CHXAPT, especially support in finding jobs so that they have stable jobs and sustainable THNCĐ.
