According to the Resolution, in addition to the support level for health insurance contributions from the central budget, the following groups of subjects will receive additional support from the provincial budget and other legal funding sources:
People belonging to near-poor households according to the Government's standard criteria; People belonging to households working in agriculture, forestry, fishery, and salt production with an average living standard; Ethnic minorities living in communes identified as no longer in areas with difficult or especially difficult socio -economic conditions; Students in the province.
Specific support levels: 30% of health insurance premiums for near-poor households and households working in agriculture, forestry, fishery, and salt production with average living standards; 15% of health insurance premiums for ethnic minorities in communes that are no longer in difficult areas; 5% of health insurance premiums for pupils and students.

The Resolution takes effect from October 30, 2025, replacing Resolutions No. 18/2021/NQ-HDND dated December 21, 2021 of the Dak Lak Provincial People's Council on regulations on support for health insurance premiums for a number of groups of subjects participating in health insurance in Dak Lak province, Resolution No. 17/2024/NQ-HDND dated November 7, 2024 of the Dak Lak Provincial People's Council on amending and supplementing Resolution No. 18/2021/NQ-HDND dated December 21, 2021 of the Dak Lak Provincial People's Council on regulations on support for health insurance premiums for a number of groups of subjects participating in health insurance in Dak Lak province and Resolution No. 05/2023/NQ-HDND dated July 7, 2023 of the Phu Yen Provincial People's Council on regulations on support for health insurance premiums for people in low-income households. poor; people in households working in agriculture, forestry, fishery and salt production with average living standards in Phu Yen province.
The support period for ethnic minorities in communes that are no longer in areas with difficult or especially difficult socio-economic conditions as prescribed is 36 months from the time the commune where the subject is living is no longer in areas with difficult or especially difficult socio-economic conditions as prescribed.
The issuance of the Resolution aims to contribute to increasing the rate of universal health insurance coverage, reducing the burden of medical examination and treatment costs for people, especially vulnerable groups, thereby demonstrating the province's concern for social security and people's health care.
