From economic development to improving people's lives
In Hoa Bac commune, there are currently 35 "Skilled Mass Mobilization" models in all areas of social life, including: 06 models in the economic development field; 19 models in the cultural - social field; 02 models in the national defense - security field; 03 models in the political system building field and 05 typical "Skilled Mass Mobilization" models at the district and city levels launched by the Standing Committee of the Hoa Vang District Party Committee to be expanded in 2023.
The emulation movement "Skillful mass mobilization" is associated with campaigns such as: Building advanced new rural areas, maintaining political security, social order and safety, developing the economy - society and building a clean and strong political system.
In the economic field, from the emulation movement of good production and business, many models have been effective, creating a spreading effect in the community, promoting sustainable development such as: "Growing Mokara orchids", "Model garden, economic garden" of the Commune Farmers' Association; the model "Supporting youth start-ups through Youth Garden" of the Commune Youth Union; the model "Supporting women start-ups" of the Commune Women's Union, etc.
The models help transform awareness, change thinking and working methods, attract a large number of members to participate in improving production efficiency, successfully building OCOP products, etc.
In particular, with the number of ethnic minorities accounting for 21.45% of the total population of the commune (921/4294 people) with unstable income and difficult life, the locality has determined that preserving and promoting the traditional values of the Co Tu people associated with developing community tourism is a sustainable direction today.
To awaken this potential and advantage, the commune's socio-political organizations have propagated and mobilized the people to establish a model of "community tourism development cooperative group" in the two villages of the Co Tu ethnic group, Ta Lang and Gian Bi,...
At the same time, the locality took advantage of support from non-governmental organizations (GEF/SGP) to establish production and tourism cooperation groups, including: Gong groups, art groups, culinary groups, trekking groups, weaving groups, folk singing groups, brocade weaving groups, and explanation groups with more than 100 households participating. Ta Lang and Gian Bi Party cells registered to build the model "Cadres and Party members join hands to help people renovate model gardens, develop the economy", "Stone fences and gates to improve the landscape".
Up to now, 02 households have built large-scale homestays to serve tourism, 30 households have completed the cobblestone gate fence to serve tourists; the connection between models helps create jobs for households with an income of 150,000 VND to 250,000 VND/person/working day from the community tourism model.
In the cultural and social fields, the "Smart Mass Mobilization" models have created high consensus in building a new life through environmental protection models: "Garbage Day", "Green - Clean - Beautiful Sunday", "Plastic Waste-Free Village, Raising Funds to Help Poor and Disadvantaged Women"; social security models: "Each professional group is associated with a difficult situation", "Charity Rice Jar", "Martyrs' Death Anniversary", "Each Gate - An Ideal", etc.
Notably, the model of "Mobilizing the whole population to hang Uncle Ho's portrait" of the Vietnam Fatherland Front Committee of the commune was deployed in 7/7 villages with 1,211/1,272 households hanging Uncle Ho's portrait, reaching a rate of 95.2%, recognized by the District as a typical model and replicated throughout the district in 2023.
The emulation movement "Skilled mass mobilization" in the field of national defense and security has also been focused on, contributing to promoting legal propaganda with many creative ways to arouse patriotic traditions such as: "Village without drug abuse", "Village with 3 no's", "Children of Co Tu ethnic group members say no to law violations",... Most prominent is the model "Prestigious Co Tu people protect border areas" organized and launched by the Vietnam Fatherland Front Committee of the commune in the two villages of Ta Lang and Gian Bi to effectively implement the Movement "All people protect national security" in the new situation.
In the field of building the political system, the models of "Smart Mass Mobilization" are associated with promoting administrative reform, building public ethics, implementing the Law on Democracy at the Grassroots Level and Party building and rectification work such as: "Online Public Service Support Team" of the Commune People's Committee, "Union members with the 3T model", "Improving self-criticism and criticism", etc.
From that reality, it can be seen that in order for people to understand, support and participate in implementing the Party's guidelines and the State's legal policies, it is necessary to do a good job of mobilizing and propagating in an appropriate and effective manner, associated with improving people's lives and solving their immediate interests. Therefore, implementing the emulation movement "Skilled Mass Mobilization" with many good models has become an important method in mass mobilization work, a regular task of the political system from commune to village.
"Cadres and people work together"
As one of the member organizations of the Hoa Bac Commune Mass Mobilization Bloc, the Hoa Bac Commune Grassroots Trade Union has been very aware of its role in determining to successfully carry out the campaign "All people unite to build new rural areas and civilized urban areas", through launching the implementation of the model "Saturday of New Rural Areas - Day of returning to the people" among the agency's staff.
With the motto of "holding hands to guide and implementing with the people", the Trade Union of the commune agency has organized for the unit's staff and workers to participate in more than 1,000 working days to join the people in cleaning the environment and building model roads; mobilized the staff and civil servants of the commune to participate in the model of "raising piggy banks to build new rural areas" and mobilized more funds from organizations, individuals and benefactors to build new houses, repair degraded houses, renovate mixed gardens, support fruit gardens to develop the economy for poor and disadvantaged households with a total cost of more than 300 million VND in the past 5 years.
In 2023, the model "Saturday of New Rural Areas - Day of Returning to the People" was recognized by the Da Nang City Party Committee as a typical "Skilled Mass Mobilization" model and replicated throughout the city. The results of the model have contributed to strengthening the close, intimate relationship between cadres and people, creating solidarity, sharing, understanding and recognition from the masses for the team of cadres, civil servants and communal workers.
Arousing people's strength from the emulation movement "Skilled mass mobilization"
Over many years of implementation, under the close leadership of the Party Committee, the government, the active participation of the Vietnam Fatherland Front Committee and the commune's mass organizations, the emulation movement "Skillful mass mobilization" in Hoa Bac commune has increasingly gone into depth, promoting effectiveness in all areas of social life, gathering the strength of the great national unity bloc.
Many good models and methods help solve problems that people care about and key political tasks of the locality; especially site clearance and difficult criteria in building advanced new rural areas in the locality.
Thereby, it has strongly encouraged and promoted the people's mastery, mobilized the people's potential, creativity, spirit of overcoming difficulties, self-reliance, self-strengthening, daring to think and dare to do, and strengthened the people's trust in the leadership of the Party, the administration and management of the government, and the socio-economic development of the locality.
“At any time, mass mobilization work and the emulation movement of “Skilled Mass Mobilization” also play an important role, arousing “People’s Strength” in the work of building and defending the country, developing the economy and social life of the commune. Although the content of activities and forms of organization between the “Skilled Mass Mobilization” models are different, they are the decisive factors in creating novelty in the methods of mobilization and propaganda, especially in difficult and sensitive areas. In the coming time, the Party Committee of Hoa Bac commune will continue to focus on propaganda work, thoroughly implementing documents on mass mobilization work; especially replicating typical and effective “Skilled Mass Mobilization” models” - Mr. Nguyen Ngung, Standing Deputy Secretary, Head of the Mass Mobilization Block of the Party Committee of the commune said.
