Leaders of Cat Tien and De Gi communes said that after activating the response scenario for a level 5 storm at 3 p.m. yesterday (November 4), the locality urgently deployed measures to proactively respond to storm No. 13 and post-storm floods, minimizing damage caused by natural disasters.
According to the scenario for responding to a level 5 storm, Cat Tien commune has 1,568 households/5,645 people that need to be evacuated; of which, 1,326 households/4,768 people are arranged to live in mixed housing and 242 households/877 people are arranged to live in concentrated housing. De Gi commune has 1,946 households/6,348 people that need to be evacuated; of which, 1,901 households/6,210 people are arranged to live in mixed housing and 45 households/138 people are arranged to live in concentrated housing.

After listening to reports from localities and inspecting some key locations, Chairman of the Provincial People's Committee Pham Anh Tuan especially noted that Kalmaegi is a very strong storm. After entering the East Sea, the storm continued to strengthen, with a very wide range of influence. Due to the impact of the storm, Gia Lai province is at risk of being greatly affected by rain and floods.
In order to avoid being passive and surprised, minimize human and property damage, ensure people's safety and maintain stable economic and social activities before, during and after the storm, Chairman of the Provincial People's Committee Pham Anh Tuan requested the Party Secretary and Chairman of the People's Committee of Cat Tien and De Gi communes to mobilize the entire political system to participate, focus on leading, directing the implementation and urging the work of responding to natural disasters.
Localities must resolutely evacuate people completely (including forced evacuation) from coastal areas, low-lying areas, and areas at high risk of landslides; not let people return to their old residences when safety is not guaranteed to ensure absolute safety for people's lives; complete evacuation according to scenarios and report data to the software before 12:00 on November 6, 2025. Check the interleaved evacuation plan; check the logistics of concentrated evacuation points and continuously update evacuation data to the Disaster Prevention Information System software to serve response operations.

Along with that, localities focus on implementing the decisions of the Provincial People's Committee on expenditures and expenditure levels of the Provincial Natural Disaster Prevention and Control Fund for post-disaster recovery support, disaster response activities and disaster prevention activities in the province. Specifically, the level of support for evacuating people from dangerous areas; medical care, food, and drinking water for people in evacuation areas is 50,000 VND/person/day, based on the actual number of days of evacuation and the evacuation list approved by competent authorities (according to Decision No. 04/2024/QD-UBND dated January 31, 2024 of the Provincial People's Committee); The support level for households receiving evacuees is 20,000 VND/person/day, based on the actual number of days of evacuation and the evacuation list approved by competent authorities (according to Decision No. 05/2022/QD-UBND dated March 16, 2022 of the Provincial People's Committee).
Focus on disseminating information about rain and storm situations; broadcast information on commune radio stations at least every 2 hours.
Mobilize shock troops to support people in tying and reinforcing aquaculture cages; encourage people to harvest aquaculture early to minimize damage; pull small boats and rafts ashore and keep them stable; and anchor large boats properly. Absolutely do not let people stay on boats and rafts when the storm hits.
Maintain strict 24/7 on-duty regime to promptly respond and handle situations that arise; review, compile statistics, and report fully and promptly on damage to the Provincial People's Committee (through the Standing Office for Natural Disaster Prevention and Control); and update damage data on the Natural Disaster Prevention Information System software.

The Border Guard informed ship owners and fishing boat captains to grasp information about the storm situation; strictly controlled ships entering and leaving the port; coordinated with local authorities to ensure the safety of ships anchored at De Gi fishing port. The Police force participated in supporting the evacuation of people; ensured security and order, and property safety in the evacuation area; guided traffic, blocked roads on national highways, provincial roads and dangerous areas; proactively controlled and restricted traffic during storms causing strong winds and heavy rains to minimize incidents and ensure people's safety.

Previously, on November 4, 2025, the Provincial People's Committee issued a document assigning the Department of Agriculture and Environment to activate the response scenario for level 5 storms for 16 communes and wards including: Hoai Nhon Bac Ward, Hoai Nhon Ward, Hoai Nhon Dong Ward, Tam Quan Ward, Phu My Bac Commune, Phu My Dong Commune, An Luong Commune, De Gi Commune, Cat Tien Commune, Ngo May Commune, Tuy Phuoc Commune, Tuy Phuoc Dong Commune, Quy Nhon Dong Ward, Quy Nhon Ward, Quy Nhon Nam Ward and Nhon Chau Commune. Activate the response scenario for level 4 storms for the remaining 42 communes and wards in the eastern part of the province.
