From the theory of national safety index to the task of ensuring school traffic safety
On October 30, at the People's Police Academy (PSA), the Theoretical Council of the Ministry of Public Security organized a ministerial-level scientific workshop with the theme: "Improving the theoretical framework of safety assurance indicators under the National Security and Safety Index and propaganda work, guiding students on safe road traffic participation skills". Major General, Dr. Chu Van Dung, Deputy Director of the PPA, chaired the workshop.

Attending the event were representatives of the Department of Science, Strategy and History of the Police, the Traffic Police Department, the Fire Prevention and Rescue Police Department, representatives of the Office of the National Traffic Safety Committee, the Hanoi Traffic Safety Committee, the Department of Education and Training, along with many experts, scientists, and local police leaders.
The workshop aims to concretize Resolution No. 51-NQ/TW on the National Security Protection Strategy and the Prime Minister 's decision dated March 28, 2024 on the establishment of an Inter-sectoral Steering Committee to develop a National Security and Safety Index - a modern and objective assessment and measurement tool for the state of national security and safety. Accordingly, the Ministry of Public Security is assigned to preside over 5/9 safety indexes, including: Crime reduction safety, property safety, privacy safety, fire safety and traffic safety.
The People's Police Academy was assigned to research and interpret the theoretical framework of these indicators - defining concepts, contents, criteria, processes and assessment methods - to ensure that the set of indicators is both scientific, feasible and practical.
At the workshop, nearly 20 opinions focused on discussing the approach, construction methods, inter-sectoral requirements and synchronization of the safety index system. Experts emphasized the importance of standardizing theoretical foundations, ensuring unified perception and assessment methods among fields, thereby forming a scientific measurement tool, helping the Government to plan security, order and social safety policies effectively and transparently.

Traffic skills education – the foundation for building a safe society
Along with the content on safety index, the Workshop devoted a large amount of time to discussing the topic "Propaganda and guidance on safe road traffic skills for school students" - an issue considered the foundation of social safety culture.
According to statistics from the Traffic Police Department, in 2024, there were 3,977 traffic accidents involving students nationwide, accounting for 16.8% of the total number of cases, an increase of 1.6% compared to 2023. The main reason is the lack of knowledge, skills and awareness of traffic rules compliance of a part of students, along with lax supervision from families and schools.
The workshop received 92 papers, focusing on four groups of issues: Theoretical basis of propaganda and education on traffic safety in schools; Current situation and effective models in localities; Solutions for innovation in communication methods and skills guidance; International experience in traffic education for adolescents.
Delegates acknowledged the positive results from the “Safe Traffic School Gate” model, extracurricular activities, dramatization, and communication via social networks. However, there is still a lack of specialized teachers, lack of facilities, and lack of synchronous inter-sectoral coordination.
Many opinions suggest that it is necessary to include traffic safety education in the official curriculum, with skill standards and a set of assessment tools suitable for each age group; at the same time, strengthen coordination between the Ministry of Public Security - Ministry of Education - local authorities to build a safe and civilized school traffic environment.

Science – Education – Safety: Three Pillars of Sustainable Security Governance
Concluding the workshop, Major General Chu Van Dung emphasized: The parallel research to complete the theoretical framework of the National Security and Safety Index and the promotion of school traffic safety skills propaganda demonstrates a comprehensive approach between theory and practice in current social security management.
Although the two areas of work are different in scope, they both aim at the same goal: building strong national security, a safe society, and protecting people from awareness to action.
Based on the results of the workshop, the People's Police Academy continues to research and perfect the criteria, theoretical basis and traffic safety education model suitable for the new context - contributing with the Ministry of Public Security to build a set of national security and safety indexes that are scientific, modern, and effectively serve policy making.
