The Ministry of Construction said that the planning work, planning Chu Lai Airport for the period 2021-2030, with a vision to 2050, was directed by the Ministry of Construction to research units and organizations by receiving sponsorship products of planning documents from Vingroup Corporation - Joint Stock Company.
“The planning scheme will not be completed until June 2025 due to the need to update the current status of military facilities at the airport, parking lot and connect the data on land boundary demarcation at Chu Lai Airport implemented by the Ministry of National Defense . Currently, the Ministry of Construction is organizing to collect opinions from relevant agencies on the Chu Lai Airport Planning dossier according to regulations,” the document of the Ministry of Construction stated.
The Ministry of Construction has just worked with the People's Committee of Da Nang City on planning for Da Nang International Airport and Chu Lai Airport in the city.
Accordingly, the current location of Da Nang International Airport is in an urban area, development is facing many difficulties, a new factor appears which is the merger of Da Nang city with Quang Nam province.
The Ministry of Construction and the People's Committee of Da Nang City agreed to review the planning and development orientation of Da Nang International Airport with a capacity of about 20 million passengers/year; at the same time, prioritize the development of Chu Lai Airport to meet the socio-economic development goals of the locality; it is expected to complete the 2 plans in September 2025 for appraisal and approval in the fourth quarter of 2025.
Based on the proposal of the People's Committee of Quang Nam province (formerly), now the People's Committee of Da Nang city, the Ministry of Construction reported to the Prime Minister on assigning the People's Committee of Quang Nam province (formerly) as the competent authority to invest in Chu Lai Airport under the PPP1 method.
On April 17, 2025, Deputy Prime Minister Tran Hong Ha directed the Ministry of Construction to agree with the People's Committee of Quang Nam province, Vietnam Airports Corporation (ACV) and relevant agencies to report to the Prime Minister before April 20, 2025 on assigning competent authorities in accordance with the provisions of Clause 3, Article 5 of the Law on Investment under the public-private partnership method, in which ACV's investment capacity is clarified.
According to the Master Plan for the development of the national airport system for the period 2021 - 2030, with a vision to 2050, Chu Lai Airport is planned for the period up to 2030 with a capacity of about 10 million passengers/year; by 2050 about 30 million passengers/year.
The Ministry of Construction has sent documents requesting the Ministry of Finance and ACV to give their opinions on ACV's ability to arrange and balance capital sources for investment according to the planning and development plan of Chu Lai Airport in the period up to 20302.
ACV said it will balance capital planning to invest in construction, upgrading, and expanding works at Chu Lai Airport in its role as an airport enterprise after the planning is approved.
Based on ACV's report, the Ministry of Construction is consulting with the People's Committee of Da Nang City to agree on a suitable investment method for developing Chu Lai Airport and report to the Prime Minister in August 2025.
