In an interview with VNA reporters in Singapore, Professor Vu Minh Khuong especially emphasized the institutional reform and the revolution of streamlining the apparatus, "rearranging the country" of Vietnam. According to Professor Vu Minh Khuong, from a country that was terribly damaged by war and a heavy subsidy mindset, Vietnam is rising to the top. This is something that today's generation can be proud of. The professor emphasized that the first major and impressive reform of Vietnam was the 1986 reform. This reform was to give autonomy to the labor production forces, especially farmers, and to develop private enterprises. These were fundamental steps, liberating production resources. This reform is the second reform, with a relatively fundamental difference, that is, not only "breaking down barriers", removing mechanisms, but also transforming into building the foundation for a modern nation. The professor affirmed that it is necessary to be clearly aware of this issue, in order to have adjustments from the institution and legal system beyond the average level.
Regarding the revolution of streamlining the apparatus and “reorganizing the country”, Professor Vu Minh Khuong commented that this is a very strong reform, the two-level government is a strategic turning point. The professor expressed his admiration for Vietnamese officials for their patriotism.
The professor shared that he had consulted and found that many officials were very concerned, thinking and struggling about how to develop their potential. They really wanted to contribute to the people and felt that the potential was huge, but clearly needed a strong "support team" to pilot in some localities, communes and wards. The professor also expressed his desire to participate in such pilots to study how to turn this into a major reform step, which could become a valuable lesson for developing countries, to ensure that the grassroots level really cares about the people, solves problems, exploits artificial intelligence (AI) technology and receives comprehensive support from the central and provincial levels. He emphasized that this is a very challenging problem, but if Vietnam can solve it within the next 3-6 months, including facilities, legal processes and people, it is completely possible. The professor affirmed that the current staff has many good people who are ready to do this task well. The remaining problem is how to have a good support mechanism.
According to Professor Vu Minh Khuong, Vietnam has achieved many remarkable achievements, but there is still a lot of potential to be further promoted. The application of digital technology will help officials reduce the burden of administrative work, thereby focusing more on meeting the aspirations of the people. The Professor emphasized that this is the time when Vietnam is entering a period of profound and comprehensive qualitative transformation, and in that context, opportunities are still overcoming challenges.
