Training conference on decentralization, delegation and assignment of authority in the fields of State management of the Ministry of Industry and Trade

(laichau.gov.vn) The conference was organized by the Import-Export Department, the Department of Management and Development of Domestic Market (Ministry of Industry and Trade) this morning (August 8). The conference was organized in a combined form of in-person and online from the bridge point of the Department of Management and Development of Domestic Market (Ministry of Industry and Trade) to more than 600 bridge points of provinces, cities, communes and wards nationwide. Comrade Tran Huu Linh - Director of the Department of Management and Development of Domestic Market attended and chaired the conference.

Attending the conference at Lai Chau province were comrades: Hoang Ninh - Deputy Director of the Department of E-commerce and Digital Economy ( Ministry of Industry and Trade ); Dong Van Thuc - Deputy Director of the Department of Industry and Trade; leaders of departments and units under the Department; civil servants, public employees and employees of the Department; representatives of the People's Committees of communes and wards; leaders of the Ward Economic, Infrastructure and Urban Department, Commune Economic Department; specialists in charge of the field of industry and trade.

In the morning, delegates received training from leaders of the Import-Export Department and the Department of Domestic Market Management and Development (Ministry of Industry and Trade) on issues related to decentralization in the import-export sector, including: origin of goods, and licensing for the import of unmanned aerial vehicles.

In the afternoon, at the Lai Chau province bridge, delegates were directly presented by Mr. Hoang Ninh - Deputy Director of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) with the core contents of the Government's resolutions and circulars of the Ministry of Industry and Trade: Decree No. 139/2025/ND-CP dated June 12, 2025 of the Government on the decentralization of authority of local authorities at 2 levels in the field of State management of the Ministry of Industry and Trade; Decree No. 146/2025/ND-CP dated June 12, 2025 of the Government on the decentralization and decentralization in the field of industry and trade; Circular No. 38/2025/TT-BCT dated June 19, 2025 of the Ministry of Industry and Trade amending and supplementing a number of regulations on decentralization of administrative procedure implementation in fields under the management of the Ministry of Industry and Trade; Circular No. 40/2025/TT-BCT dated June 22, 2025 of the Ministry of Industry and Trade regulating the issuance of Certificates of Origin of goods and written approval for traders to self-certify the origin of exported goods according to Clause 6, Article 28 of Decree No. 146/2025/ND-CP dated June 12, 2025 of the Government regulating decentralization and delegation in the field of industry and trade...

At the Conference, delegates discussed and answered some difficulties and problems in the process of implementing tasks in the field of industry and trade when implementing the 2-level local government model.

The conference was held to equip knowledge and skills for cadres and civil servants, especially provincial and commune-level cadres and civil servants (new) after the arrangement, on basic issues of operation of local governments at two levels and receiving authority, defining functions, tasks, decentralization, and delegation of power from the central to local levels.
