
On the morning of September 11, the Hai Phong Economic Zone Management Board coordinated with the Commercial Law Development Program (CLDP) under the US Department of Commerce to organize a workshop on "Cooperation on seaport activities between the US and Vietnam".
Attending the workshop were comrade Le Trung Kien, member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board.
Also attending were Mr. Stephen L. Green, Commercial Counselor of the US Embassy in Vietnam; CLDP delegation; representatives of relevant departments and branches of the city; associations and enterprises operating ports and logistics in the city.

Hai Phong is the gateway to the sea for the provinces and cities in the North of Vietnam and plays an increasingly important role in promoting economic development not only of Hai Phong but also of the region. Resolution No. 45-NQ/TW in 2019 and Conclusion 96-KL/TW in 2024 of the Politburo have clearly defined the development orientation of Hai Phong to become a "modern, international industrial and logistics service center" with the seaport as a strategic driving force.

In the period of 2025 - 2030, Hai Phong aims to complete the international gateway port system in Lach Huyen and Nam Do Son, ensuring the ability to receive large-tonnage container ships; build logistics centers, modern inland ports, connect seaports with aviation, railways, roads, creating a seamless multimodal transport chain. At the same time, develop a free trade zone (Free Trade Zone) associated with seaports to form a new value chain in logistics, finance, trade and R&D.
Along with that, building an Innovation and AI Center to provide computing capacity for AI innovation projects in the logistics field; promoting comprehensive digital transformation in port management and operation, ensuring maritime security, reducing logistics costs, improving competitiveness; building green port and smart port models, linking economic development with environmental protection and sustainable development. Hai Phong also advocates restoring and developing industries related to shipbuilding, creating a foundation for developing marine economic sectors, bringing Vietnam to the open sea.
In that spirit, the workshop is an opportunity to share visions, experiences and open up new cooperation opportunities between Hai Phong and the United States in the field of seaports. At the same time, it is a step to concretize the Vietnam - United States Comprehensive Strategic Partnership, bringing together policymakers, experts and businesses of the two countries to address challenges and lay the foundation for the strategic plan for Hai Phong seaport development in the period of 2025 - 2026.

Taking place on September 11 and 12, delegates will discuss and make strategic recommendations to help Hai Phong port adapt to global trends, focusing on synchronizing multimodal transport, integrating renewable energy towards the Net Zero target, and optimizing the supply chain. Discussion sessions will focus on the following topics: port performance indicators and the legal environment for investment; port project structure, assessment of expansion plans, infrastructure connectivity and planning challenges; safety, security and international compliance; digitalization and data transparency.
The results of the workshop are an important basis for Hai Phong to build a specific action plan, turning potential into real competitive advantages. The cooperation roadmap in the next phase will focus on completing the proposed legal framework and technical plans, consolidating Hai Phong's position as the most important trade gateway in Northern Vietnam.
