Today, June 17, the National Assembly began the first meeting day of the second session, Session 7. During the 11 working days of the second session (from June 17-28), the National Assembly will discuss many important issues and consider passing many draft laws and resolutions.
According to the program, this morning, the National Assembly will discuss in the hall the investment policy of "Investment project to build the North-South Expressway, West section, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc )." After that, the Minister of Transport will explain and clarify a number of issues raised by National Assembly deputies.
Also in the morning session, the National Assembly will focus on discussing in the hall the adjustment of investment policies for the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period. Next, the Minister and Chairman of the Ethnic Committee will explain and clarify a number of issues raised by National Assembly deputies.
In the afternoon session, the National Assembly will hear the Minister of Justice, authorized by the Prime Minister, present the Report on the draft Law on Notarization (amended). After presenting the report, the Chairman of the National Assembly's Law Committee will present a report on the examination of this draft law.
Next, the Minister of Finance presented the Report on the draft Law on Value Added Tax (amended); the Chairman of the National Assembly's Finance and Budget Committee presented the report on the review of the draft Law on Value Added Tax (amended).
During the remaining time of the afternoon of June 17, the National Assembly will discuss in groups the Draft Law on Notarization (amended) and the Draft Law on Value Added Tax (amended).
In the following working days of the 2nd phase, the 7th Session, the National Assembly will focus on discussing the Investment Policy of the National Target Program on Cultural Development for the 2025-2035 period; Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050; and the Project to adjust the overall Hanoi Capital Master Plan to 2045, with a vision to 2065.
Along with that, the National Assembly will discuss in the hall the following draft laws: Law on Trade Unions (amended); Law on Juvenile Justice; Law on Prevention and Combat of Human Trafficking (amended); Law on Notarization (amended); Law on Value Added Tax (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Pharmacy; Law on Cultural Heritage (amended); Law on Fire Prevention, Fighting and Rescue; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Geology and Minerals.
Also in this second phase, 10 draft laws are expected to be voted on by the National Assembly, including: Law on Archives (amended); Law on Organization of People's Courts (amended); Law on Social Insurance (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on amending and supplementing a number of articles of the Law on Property Auction; Law on amending and supplementing a number of articles of the Law on Security Guards; Law on Management and Use of Weapons, Explosives and Support Tools (amended).
In addition, a number of resolutions were also considered and approved by the National Assembly, including: Resolution on approving the 2022 state budget settlement; establishing a National Assembly Thematic Supervision Delegation in 2025; piloting a number of specific mechanisms and policies for Nghe An and Da Nang; Resolution on investment policy for the North-South Expressway construction investment project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section.
Resolution on the results of the thematic supervision of “the implementation of Resolution 43/2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023”; ratification of the document of accession of the United Kingdom of Great Britain and Northern Ireland to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.
The Resolution on National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050, will be considered and approved if qualified.
At the closing session scheduled to take place on the morning of June 28, the National Assembly will vote to pass the Resolution on questions and answers; Resolution of the 7th Session, 15th National Assembly.
Next, National Assembly Chairman Tran Thanh Man will deliver a closing speech before the 7th Session officially closes.
