On the morning of September 12th, at the City Theater Square, the People's Committee of Hai Phong City held a ceremony to launch a campaign to reinforce forces in addressing the consequences of Typhoon No. 3. Mr. Le Anh Quan, Standing Vice Chairman of the People's Committee of Hai Phong City, presided over the ceremony; also present were representatives from the Naval Command, the Hai Phong City Military Command, various departments, agencies, units, localities, and the forces deployed to carry out the task.

Speaking at the launch ceremony, Mr. Le Anh Quan emphasized that Typhoon No. 3 ( Yagi ) and its remnants caused heavy rain and high tides, leading to many trees being broken and many streets being deeply flooded. This created an urgent need to accelerate the progress and effectiveness of addressing the consequences of the storm and quickly restore people's lives to normalcy.
In recent days, with the joint efforts of the entire political system, including the city's military and police forces and units stationed in the area, thousands of officers and soldiers have been mobilized to help the city overcome the consequences of the storm and floods.

The Standing Vice Chairman of the People's Committee of Hai Phong City acknowledged and thanked localities nationwide and the armed forces in the area for proactively participating with the city's functional forces in overcoming the consequences of the storm.
At the same time, the Department of Construction is tasked with leading and directing the Hai Phong Parks and Greenery Joint Stock Company and other functional forces to assign tasks to ensure close and effective coordination; during the post-storm recovery process, ensuring the safety of people and property, and striving to restore as much infrastructure and old trees as possible…
Immediately after the launching ceremony, naval officers and soldiers coordinated with Hai Phong Parks and Greenery Joint Stock Company and Hai Phong Urban Environment One-Member Limited Liability Company to replant trees, prune fallen trees, collect branches and leaves, and transport them to the designated collection point.
