Meeting of the Steering Committee for Site Clearance for the North-South High-Speed ​​Railway Project

(Baoquangngai.vn)- After the Government approved the route of the North-South high-speed railway project, departments, branches and localities must immediately get to work without delay.

On the afternoon of August 13th, Bui Thi Quynh Van, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Steering Committee for Land Clearance of the North-South high-speed railway project section passing through Quang Ngai province, chaired the first meeting of the Steering Committee.

Attending the meeting were the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Hoang Giang; members of the Standing Committee of the Provincial Party Committee; members of the Steering Committee; and members of the working group.

The North-South high-speed railway project, the section passing through Quang Ngai province, has a length of 86.3 km. The starting point is at Km 800+100 in Binh Minh commune, and the end point is at Km 886+400 in Khanh Cuong commune. The route runs parallel to the existing railway and National Highway 1 to the west, without intersections; it also runs parallel to the North-South expressway.

The route includes 44 bridges, comprising 18 river and road bridges and 26 viaducts, with a total bridge length of 58.3 km. The route passes through 16 communes and 3 wards in the province. Preliminary land area within the project boundaries, according to the pre-feasibility study report, is approximately 562.4 hectares.

The total investment for the land clearance component of the project passing through the province is approximately 11.3 trillion VND, of which the resettlement cost is about 1.295 trillion VND, with 3,213 resettlement plots.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Hoang Giang spoke at the meeting.

Local authorities have proposed the construction of 22 new resettlement areas; they also plan to utilize 2,046 plots of land in 33 existing resettlement areas and residential zones from other projects that are not yet in use, prioritizing allocation for the project. Quang Ngai Power Company has reported on its plan and methods for relocating the affected power grid.

Speaking at the meeting, Central Committee member and Provincial Party Secretary Bui Thi Quynh Van instructed the Provincial People's Committee to urgently report to the Prime Minister and the Ministry of Construction on the province's recommendations regarding some shortcomings in the high-speed railway project. She also requested the Prime Minister to consider adjusting the station's location to the west of the former Quang Phu ward.

The report should clearly analyze the reasons for the proposed adjustment, clarifying how the new location will reduce compensation and resettlement costs; and at the same time create more favorable conditions for the province's socio -economic development and the lives of its people. It should recommend to the Prime Minister the adjustment of the route alignment, and direct relevant agencies to promptly finalize the route alignment and hand over boundary markers so that the locality can proactively implement land clearance work.

The Provincial Party Secretary requested that from September 1, 2025, all departments, agencies, and localities must immediately begin work without delay. Specifically, after the Government approves the route, it is necessary to determine the affected area, the land to be acquired, and the number of people impacted in order to develop concrete plans for implementing resettlement projects.

Relevant agencies need to inform the people about the resettlement location. Intensify propaganda, mobilization, and persuasion efforts to encourage people to share and support the project. Relevant departments and agencies should provide complete information about the project to local authorities so that people can be informed clearly.
