After implementing Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the Department of Science and Technology has advised the Steering Committee's Working Group to research and develop digital transformation tasks, develop science, technology and innovation in the province; in which, the urgent task at present is to focus all efforts on investing in equipment, machinery and software to support administrative procedure settlement activities of the Commune-level Public Administration Service Center; research and submit to competent authorities to establish: the Provincial Innovation Center; science and technology development support fund; digital transformation association.

Regarding the tasks of Project 06, up to now, the province has completed them on time and ahead of schedule, with no late tasks; notably the key tasks related to the database. In the coming time, the Public Security sector will conduct safety checks on the systems, ensure effective operation and information security; at the same time, build learning materials on the province's digital popular education platform, and guide the use of utilities integrated on VneID so that people can easily access and use them in daily life and prevent and combat current online crimes.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan hoped that the Working Group would be the core to transform the strategies and plans of the Provincial Steering Committee. The review and investment in science and technology development projects, innovation and digital transformation must ensure comprehensiveness, generality and effectiveness, and high applicability. It is necessary to closely follow the work, while working, monitor the progress in detail, associated with the evaluation of the achieved products. From the implementation and direction of the implementation of tasks, it is necessary to evaluate the results, positive changes as well as analyze weaknesses and bottlenecks in the application process, especially the contents related to administrative reform and the implementation of Project 06. From there, propose appropriate solutions to remove existing obstacles.

Vice Chairman of the Provincial People's Committee Nguyen Minh Luan suggested that the Department of Science and Technology prioritize the early establishment of an innovation center and a digital transformation association, which is expected to be a space for incubating startups for potential factors, creating breakthroughs, commensurate with the expectations and scale of development of the province in the coming time. In addition, quickly issue a set of criteria to assess the digital transformation capacity of provincial departments, branches and communes in the spirit of learning from experience while working. The Provincial People's Committee Office urgently builds a handbook of digital administrative procedures for communes to serve the work of monitoring and tracking the progress of work settlement quickly and promptly.
