Online meeting to comment on draft Decree on sea encroachment activities

On April 3, Deputy Prime Minister Tran Hong Ha chaired a meeting to provide comments on the draft Decree on sea encroachment activities. The meeting was held in person and online connecting with 28 coastal provinces and cities. Comrade Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee attended at the provincial bridge point.

According to the Ministry of Natural Resources and Environment (MONRE), on January 18, 2024, at the 5th extraordinary session, the 15th National Assembly passed the 2024 Land Law; in which, Article 190 stipulates that land reclamation activities will take effect from April 1, 2024. In order to regulate land reclamation activities to take effect in accordance with regulations, the Ministry of Natural Resources and Environment is focusing on drafting a Decree on land reclamation activities; thereby, soliciting comments from ministries, branches and localities to complete the draft for submission to the Government for promulgation. At the meeting, representatives of relevant ministries, branches, experts and localities contributed comments on issues such as: Scope of regulation, subjects of application; land use planning for sea areas identified for land reclamation, land reclamation plans; granting certificates of land use rights, house use rights and assets attached to land reclamation, etc.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized: The timely issuance of the Decree on sea reclamation activities creates conditions to remove many difficulties and obstacles for coastal localities in implementing sea reclamation activities to create land funds for socio -economic development purposes, environmental protection, natural disaster prevention and control, and climate change response. Based on the comments of the delegates attending the meeting, the Deputy Prime Minister requested the Ministry of Natural Resources and Environment to fully absorb, promptly adjust, supplement and complete the draft Decree to soon submit to the Prime Minister for promulgation according to regulations.
