Hue continues to operate reservoirs to ensure safety for downstream areas.

On the morning of November 2, the water level at hydroelectric reservoirs in Hue was below the normal flood level, but these reservoirs were still regulating the water downstream to be greater than the water level in the lake to reserve space to store water to reduce flooding downstream in the upcoming days of heavy rain.

At 7:00 a.m. on November 2, the water level of Huong Dien Hydropower Reservoir (Bo River) was 56.78m, about 1.2m below the normal water level. The water flow into the reservoir was 578m 3 /s; the water flow discharged downstream was 1,142m 3 /s. The water level of Binh Dien Hydropower Reservoir (Huong River) was 80.26m, about 4.2m below the normal water level. The water flow into the reservoir was 351m 3 /s; the water flow discharged downstream was 704m 3 /s.

The reason why the water level discharged downstream is greater than the water level returned to the lake is because according to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of November 1 to the evening of November 3, the area from Ha Tinh to Da Nang city and the East of Quang Ngai province will have heavy to very heavy rain with rainfall in the areas of Hue city, Da Nang and the East of Quang Ngai province generally 300-500mm, locally over 750mm; in the areas of Ha Tinh and Quang Tri generally 200-350mm, locally over 500mm; the South of Nghe An province and the West of Quang Ngai will have moderate to heavy rain with rainfall generally 70-150mm, locally over 250mm.

According to the initial assessment of the National Center for Hydro-Meteorological Forecasting: Around November 5, storm No. 13 will enter the East Sea; around November 7, the storm will move inland, with the focus of influence from Da Nang city to Khanh Hoa ; the storm may cause strong winds and heavy rain in the Central and South Central regions from the night of November 6 to 9, 2025.

To reduce flooding downstream and ensure the safety of works in the event of prolonged rain and floods, contributing to minimizing damage to people and property, the National Civil Defense Steering Committee recommends that ministries and People's Committees of provinces and cities from Nghe An to Quang Ngai focus on directing reservoir owners to urgently operate and regulate inter-reservoirs and single reservoirs for irrigation and hydropower to ensure priority for flood prevention capacity for downstream; promptly notify local authorities, people in downstream areas, organizations operating on rivers and riverside... to proactively take preventive measures to ensure safety of people and property during operation.

In the last days of October 2025, heavy rains caused historic floods on two rivers in Hue and Da Nang cities, causing great damage to people and property. The proactive operation to reserve flood prevention capacity and flood reduction operations for downstream areas has contributed significantly to flood reduction and not increased flooding for downstream areas.

At 7:00 a.m. on November 2, the water level of the Huong River at Kim Long station was 1.91 m (flood peak on October 27, 2025 was 5.05 m), 0.09 m below alert level II. The water level of the Bo River at Phu Oc station was 3.67 m (flood peak on October 27, 2025 was 5.25 m), 0.67 m above alert level II.
