On August 7, 2025, Thanh Hoa Provincial People's Committee issued Official Dispatch No. 12996/UBND-HCC on overcoming shortcomings in the process of implementing administrative procedures and online public services according to the 2-level local government model.
By December 31, 2025, 30% of records and documents need to be digitized.
In this dispatch, Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi directed that in August 2025, the Department of Home Affairs would guide agencies and units to accelerate the digitization of backlogged records and documents (by December 31, 2025, 30% of the records and documents needing digitization) in accordance with the requirements set forth by the Central Party Office.
Provincial departments, branches and sectors strengthen specialized training for commune-level cadres; district-level cadres previously guided commune-level cadres receiving new tasks on knowledge, skills, experience and expertise so that they can operate , use and immediately process administrative procedure records, avoiding the situation of pushing, avoiding, slow processing or not knowing how to process.
The Provincial People's Committee Office and the Department of Science and Technology shall amend the operating regulations of the email system, the task tracking system, the Thanh Hoa Feedback system, the provincial administrative procedure settlement information system, the regulations on the management and operation of the Document and Work File Management System (TD Office), the regulations on the Specialized Data Transmission Network, the regulations on the online meeting system, etc., according to the direction in Official Dispatch No. 12079/UBND-HCC dated July 25, 2025 of the Chairman of the Provincial People's Committee.
Focus on digitizing input documents for those types of documents that need to be digitized and 100% of administrative procedure results; ensure that 100% of administrative procedure results are digitally signed and focus on reusing digitized results.
Review and provide full digital signatures for officials and civil servants, especially in cases of changes or fluctuations in work positions, digital signatures must be provided promptly to perform duties. Officials and civil servants must strictly implement full digital signatures in accordance with regulations.
Absolutely do not require people and businesses to submit additional documents beyond the regulations.
Strictly handle cases that have not yet had results but have been completed on the system or attach results of other cases to the system to deal with overdue situations; absolutely do not ask people and businesses to submit additional documents beyond the provisions of law.
Strengthen communication and guidance for people from working for others, working on behalf of others to proactively submitting documents online and making payments online; only support vulnerable groups; reduce the number of people coming directly to Public Administration Service Centers at all levels.
Online payment guide for people
Commune-level People's Committees complete the accounting apparatus and positions, set up 100% of payment account codes for communes, ensure support for online payments, increase the use of banking apps and provide online payment instructions for people, and avoid the situation where officials receive cash and then transfer money to households.
Commune-level People's Committees coordinate with banks to deploy more ATM points in disadvantaged communes, ensuring that 100% of communes and wards have at least 1 ATM point; deploy alternative financial solutions such as cash withdrawal point models at post offices, health stations, Viettel Pay and VNPTPay agents, etc.; urgently review and arrange adequate facilities and equipment for commune level, ensuring efficiency, avoiding waste, improving service quality and professionalism of the Public Administration Service Center.
Commune-level People's Committees are not required to digitize documents subject to the procedure of certifying copies from originals.
Deploying more points to handle administrative procedures related to identification for citizens
The provincial police will research and deploy more points to handle ID-related administrative procedures for citizens in communes, especially newly merged communes or disadvantaged areas, to avoid the situation where communes and wards do not have points to handle ID-related administrative procedures, and people have to travel far to do so. These are administrative procedures that require direct visits to take photos/fingerprints. Implement friendly and easy-to-understand communications and instructions to encourage people to use VNeID and online public services.
Ensure that 100% of online public services must have electronic forms.
The Provincial Public Administration Service Center reviews the administrative procedures that have provided public services in full and in part on the National Public Service Portal to fully integrate them into the Provincial Administrative Procedure Processing Information System, ensuring 100% consistency with the National Public Service Portal.
Review administrative procedures that have not been configured with electronic internal procedures, urge departments and branches to issue procedures.
Review agencies and units with staff changes to assign full authority to officers and civil servants to process administrative procedure records, ensuring the system operates smoothly.
Review interactive electronic forms (eforms), ensure that 100% of online public services must have electronic forms (focus on implementing 30 public services that generate the most records in the province), connect to the population database so that people do not have to fill in information on paper declarations and re-upload the system; establish strict constraints on interactive electronic forms, allowing submission of documents without attachments or mandatory declarations...
Build automatic extraction and optical character recognition (OCR) functions on the provincial administrative procedure settlement information system.
Guidance for the Commune-level Public Administration Service Center to digitize records and results of administrative procedure settlement.
Strengthen coordination with departments, branches and sectors to connect with ministries and sectors to connect the provincial Administrative Procedures Information System with specialized databases and national databases.
Coordinate with the Ministry of Science and Technology; Government Office to review and ensure full and accurate connection of the Provincial Administrative Procedures Handling Information System with the National Public Service Portal and EMC System.
