Towards ecological industrial zones, green urban areas and green parks

Building and proposing a set of criteria and models for ecological industrial parks, green urban areas, and green parks is a premise for project establishment, construction planning, and design of models towards sustainable development, in line with the planning of Da Nang city for the period 2021-2030, with a vision to 2050; contributing to the completion of the goals in the project "Building Da Nang - an environmental city".

Decision No. 1287/QD-TTg of the Prime Minister approving the Da Nang City Planning for the period of 2021-2030, with a vision to 2050, aims to become an ecological, modern and smart city. To achieve that, urban areas and residential areas must ensure green - clean - beautiful; industrial clusters and parks (IPs) must be green, ecological IPs and aim to build a circular economy according to the NET Zero target (reducing greenhouse gas emissions to 0). In addition, the project "Building Da Nang - Environmental City" for the period of 2021-2030 has supplemented and completed many important goals; in which, Da Nang is determined to become an environmental city, worth living, an ecological city. This is considered a consistent goal in the city's development orientation.

In 2023, the Center for Biotechnology (Department of Science and Technology) will deploy and complete the task of organizing the investigation, assessing the current status and proposing the development of an ecological industrial park model; building a green urban model, an ecological urban area; green park, chaired by Dr. Dang Quang Hai. This is a task carried out according to the plan of the City People's Committee on implementing the project "Building Da Nang - an environmental city".

According to Dr. Dang Quang Hai, the development of 3 sets of criteria for ecological industrial parks, green urban areas and green parks is necessary, as a basis for implementing, applying, evaluating, classifying, ranking and recognizing ecological industrial parks, green urban areas and green parks, towards sustainable development. The study of the set of green urban criteria contributes to the implementation of orientations and strategies for urban development in Vietnam in general and Da Nang city in particular; promotes the formation and development of new urban area projects in the direction of green, sustainable and capable of responding to climate change, contributing to the implementation of green urban growth and truly sustainable development; creating a quality living environment...

The set of green park criteria serves as a tool for evaluating and recognizing green parks, contributing to the implementation of strategies for developing green spaces and green cities towards sustainable development, promoting the formation and development of green parks; creating quality green spaces, meeting living needs, ensuring physical and mental health of people; creating a close-knit, civilized community with a responsible lifestyle towards the environment and ecosystem.

Dr. Dang Quang Hai added that in addition to the three sets of criteria, the research and implementation team also proposed models of ecological industrial parks, green urban areas and green parks for Da Nang city. The criteria and models are highly practical and can be widely applied throughout the city; they were elaborately and carefully developed based on an assessment of the current situation in the city, combined with reference and application of current Vietnamese criteria and regulations and international criteria and standards as well as consulting the opinions of domestic experts, leaders and managers. These are completely new sets of criteria and models that have never been proposed before. The Department of Science and Technology has sent the results of the implementation of the tasks under the project "Building Da Nang - An Environmental City" to relevant agencies and units for reference and application. “We are continuing to investigate and evaluate the level of meeting the criteria for an ecological industrial park at Hoa Khanh Industrial Park and researching and proposing a solution model to convert Hoa Khanh Industrial Park into an ecological industrial park,” informed Dr. Dang Quang Hai.

Dr. Dang Ngoc Minh, Deputy Director of the Center for Biotechnology, said that with the efforts of the project leader, the research team and the support of experts, scientists and managers, the task was accepted with high results and evaluation at the end of 2023. In particular, Dr. Dang Quang Hai was honored to receive a certificate of merit from the Chairman of the City People's Committee for the 2023 Da Nang City Environmental Award. In 2024, the center continued to be assigned to conduct a deeper investigation and assessment of the criteria for ecological industrial parks. The center has been mobilizing resources to deploy, review and adjust the criteria and models of ecological industrial parks when applied at Hoa Khanh Industrial Park.

The set of criteria for ecological industrial parks focuses on 3 groups (investors, industrial parks, enterprises) and 4 fields (management, economy, environment, society) with 35 criteria and 57 indicators; the set of criteria for green cities includes 4 fields (environment, economy, society, policy) with 27 criteria and 77 indicators; the set of criteria for green parks includes 18 criteria and 40 indicators.
